THE STRAITS SETTLEMENTS IN 1900.

GENERAL OBSERVATIONS ON TRADE.

The tonnage of Gorman shipping in these waters has enormously increased of late and the Germans have principally benefited from the action of the Shipping Conference, which by arbitrarily raising freights has tended to drive trade to other neighbouring ports. Pro-. duce, for instance, is now shipped direct from Macassar which formerly found its wayto Singa- pore. Of late years trade with the Philippines has declined, copra, coffee and other produce being now shipped direct to Europe or America. There is still a considerable import of hides. It is impossible to say at present what effect the transfer of these islands from Spanish to Ameri- can rule will have on the trade of this Colony From a Bangkok pupar it appears that whereas formerly 80% of the shipping that entered that port was British, now Germany has the lead. Of the 440 steamers that entered the port in 1900, 44 per cent. were under the German fing and 38 per cent, under the British.. Of the total valise of cargoes from foreign countries, 58 per cent. came by German vessels and 34 per cent. by British. Of the outward cargoes to foreign countries, 54 per cent. went in German, and 34 per cent, in British bottoms. It is of the utmost importance that, in view of the increasing com petition for the carrying'trade in these waters, the Government should endeavour to increase the facilities of its ports and take every means in its power to foster trade. The Tanjong Pagar Dock Company has, by a large expenditure of capital, provided wharves and docks which have, until recent years, proved sufficient for the requirements of the Port; but it has become a matter for serious consideration whether the time has not come for the for mation of a Harbour Trust.

The Tanjong Pagar Dock Company has secured a virtual monopoly of the Wharves and

· Docks at Singapore, and there is a danger lest the imposition of in reased tariff charges for the immediate benefit of shareholders may tend to direct shipping to foreigo Parts.

When the Steamer Pier at Penang is com.. pleted, it is intended that a Haibour Board shalt be vested with the management of the wharves and goods landing sheds.

RIVALRY AMONG P. AND 0. STEAMERS.

AN AMUSING ANECDOTE,

For some considerable ting past there has been a dent of friendly rivalry between the officers and crews of the P. and 0. mail seamers Osiris and. BRITISH GUIANA'S NEW

GOVERNOR.

The Home and Colonial Mail says;--

It is possible that some disappointment will be caused by the announcement that a sub- ordinate from the Straits Settlements is to be the new Governor of British Guiana. True, a colonial secretary is next in rank to a governor, and often carries an acting commission in his pocket. The exigencies of the Colonial Ser- vice, no doubɩ, require that subordinates should be promoted to the highest rank, but from a Colonial Secretaryship carrying a salary of re,800 dollars to a Governorship worth £5,000 sterling (including contingen cies) is a wide and extraordinary jump, even assuming the salary somewhat reduced. British. Guiana might have expected some one who had already reached, the highest rank in the service. Colonial Secretaries should be pro- moted as Governors to the less important colonies, and moved from them to the more

important ones. At the same time, Sir J. A. Swettenbam received his c.M.O.. in 1892 and his knighthood in 1898. He must, there fore, have done good service. He began of cial life as a writer in the Ceylon service in 1868, and in Cyprus, Ceylon, and other places. in the east he has been an official, being ap. pointed Colonial Secretary of the Straits Settle ments in 1895. He now gues to British Guiana, where he will, of course, be cordially re- ceived, and where there will be some in. terest shown in his dealing with the many critical questions upon the settlement of which the prosperity of the colony so much depends. He will probably have a slightly less salary than his predecessor. He will have to cut down the civil service and reduce expenditure in every * way. He has, indeed, a difficult work cut out for him, and he may be sure of all the necessary support and good feeling of the colonists in the performance of his responsible duties.
