ATTACKS ON EUROPEANS.

A correspondent writes to the Pioneer from the Chapra District in Bengal: From your Lahore correspondent's telegrams re the plague trouble in the Sialkot District, it appears that the natives of the disaffected villages bear no

grudge or animus against the Europeans. How different are things in these parts Several riots have occurred during the last month in which Europeans have been attack ed and severely handled. The natives of this district are in a great state of excitement as the plague is still spreading and a great deal of unrest prevails ; a deal more than some

officials seera to know. Not so very long agBarroughs, Miss C. the Collector was turned out of a village into which he had strayed one evening. It was not more than five miles from his headquarters. Shortly after this occurrence the camp of a plugue officer was attacked by night, and the officer and his wife were forced to. By and seek sheltes in an indigo factory sonic miles away. All this disturbance was over the flute that the plague officer played at sundown to break the monotony of the long summer evening. The villagers thought he was playing to the plague god to come down to the feast of Hindus he had prepared for bin Not very long after this extraordinary incident, the Superintendent of Salt Revenue was at, tacked one morning at a village called Ramis. pur by about zou men armed with lathis and bambous. He got away with difficulty, per sued by a yelling mob for nearly a mile. Two days later the sergeant of the Light louse, while out for a ride Due morning near Sewan, was pounced upon by over 400 villagers armed with lathis, While two inen held his horse by the bridle, the others fell upun him with their sticks, and one naked urchin, who had armed himself with a kudali a size too big for him, made desperate efforts to bring the horse down by hacking at his knees. As the sergeant was alone and had only his pipe to defend himself with, it can be imagined how badly he fared. lost absurd stories have been spread among the villagers by mischief-nia rs to the effect that all their wells have been poisoned by. Europeans, and that they are dying from this, poisor and not from any disease. These ignorant people are quite convinced of the truth of this rumour. As soon as a European is seen in the neighbourhood of a village the people swarm out and make a demonstration, using the vilest abuse...Subordinate native officials are not much interfered with, though they are often forbidden to draw water from village wells, but the European is the red rag. I know a native subordinate officer who so long as he stuck to his torbah, was allowed to pass unmolested, but immediately he discarded his turban and replaced it with a sahib's sola topee -which he is in the habit of doing every stins mer he was at once set upon by swarms of villagers and had to fly. In the Sialkot District where the plague troubles have occurred, it has been decided to have punitive police stationed in the riotous villages. Can this not be done in Saran, are the Europeans in these parts to le openly assaulted and maltreat ed because the Executive are weak?"

THE POPE'S SUCCESSOR.

The Pope, according to a despatch of hlay and to the London Times from Rome, is understood to have made a will designating his successor, thus, to quole the correspondent, modifying the habitual mode of choosing a Pope by a conclave. The news of the Pope's will first took shape in a diplomatic note from the Bavarian Minister to his favourite. Its theory is simple-the Papal power, being absolute, involves the right of naming a

successor.

Dealing with the rumours of Cardinal Ram. polla's retirement from the office of Secretary of State, the correspondent says that Rampolla is aiming for the tiara, and that if the Pontiff died to-day the struggle would be between Cardinals Rampolla and Vantutell).

The correspondent calculates that Cardinal Rampolla is sure of thirty-three, voles, but needs thirty-six. Concluding a two-column des- patch, the correspondent says: "There remains but one obstacle for Cardinal Rampolla to over- come, an obstacle that is immense in an affair where traditions are everything. It is contraryp Fuj to custom for a Secretary of State to succeed Irvine. Miss his master. This is why it is not improbable Irwin, C. may produce its millionaires, its' cute men, and Its vivacious women, but it is not altogether without its "1 mugs," as stupid persons are called in slang. One special breed which is very common in the States in the unfortunate who thinks himself or herself entitled to an estate in England. The cultivation of this class is largely due to those American news. Papers which are devoted to sensationalism.

The latest story of this sort is that of Miss Norma Leslie Munro, Miss Munro is the daughter of a Brooklyn publisher. It is said that she may some day become the Lady of Dumfries, with the greater part of an estate in Scotland valued at £40,000,000. Naturally, when the comparatively illiterate hear that an educated and clever person is spending money on a claim they readily throw their own on a chance. Consequently they are encouraged. when they are told that Miss Munro, though only 21, is well known pa. both sides of the Atlantic, and is, among other things, a publisher, an editor, a lawyer, a dramatist, a business woman, a fine musician, an artist, a brilliant amateur actress, an expert yachtswoman, and a skilful whip

A paper gives a whole page to the story, prints the lady's photograph, with sketches of her pursuing her various avocations, and also gives some photographs of "typical scenes" of that £40,000,000 estate! Then it concludes: **The English Court of Chancery is drawing a tortuous length of the case to a close, and the close, Londnu solicitors say, is sure to make Miss Norma Munro the Lady of Dumfries." The sole foundation for all this nonsence is that Miss Munro has written to England about. some distant relatives, the Scottish Human"
