A New Submarine Boat.

A Russian engineer, maied Kuteinikoff, is building at Kronstadt a new electrically-driven submarine boat according to the plans of Lieutenant Kolbasjefs, of the Russian navy. The boat is to be finished by the end of June, and the Governniest, to whose order it has been built, has great belief in the invention.

Steamship Subsidies.

The following trembers of Parliament have been appointed to form the Committee of the House of Commons on Steamship Subsiches ;- Sir C. Cayrer, Mr. E. The Gibraltar Defences. It is understood that Mr. T. Gibson Bowles has resigned his position on the Gibraltar Commission of Inquiry, and will take no further part its proceedings The hon. member, who has played so prominent a part in bringing the question of Gibraltar before the notice of Parliament, has given notice that at an early date he will call attention to the pre sent state of its defences and works, and will

move a resolution.

The National Liberal Federation.

Sir H. Campbell-Bannerman was the prin cipal speaker at a mass meeting held at Brad ford on isih ulo, in connection with the con ference of the National Liberal Federation. In the course of his speech he declared that it was the object of his party to obtain for the con- quered South African States, at as early a data as possible, a measure of autonomy equal to that enjoyed by our self-governing Colonies, and also to secure an amnesty for the rebels of Cape Colony.

Canada and France.

The announcement that the Canadian Par- liament has granted an annual subsidy of £20,000 sterling to a direct line of steamships Fetween Canada and France has created a good deal of interest in French shipping circles The fine concernel is the Franco-Canadian Steam Navigation Company, of which M. Genestal, of Havre, is at the head. The enter prise is the outcome of the Frinco-Canadian Treaty, which entitles a considerable propur tion of Canadian produce to enter France at

a minimum tariff.

The Conspicuous Gallantry Medal. The Lords Commissioners of the Admiralty have awarded the conspicuous gallantry medal to the under-mentioned petty officers and men of the Royal Navy, in connection with the recent operations in China :—W. J., Christmas, petty officer, second class; II. Swannell, lend ing signalman; W. Parsonage, able seaman; P. Golden, able seansan: E. Whibley ordinary- seaman; F. Gardner, sickberth steward.

The Boxing Fatality. The ten persons charged with causing the death of the boxer Murray Livingstone, pro: fessionally known as Billy Smith, were placed on trial, at the Central Criminal Court on 15th ulto. Summing up, Mr. Justice Channell said that the main point for decision was whether the fatal context was "in the nature of a fight, -not necessarily a prize-figlit—or in the nature of a genuine exhibition of the art of boxing," The latter, he added, was lwful, and the former was not. After a prolonged retirement, the jury returned to court to say that they could not agree. They were accordingly dismissed, and the recognisances of the defendants were enlarged until next session.

for immediate legislation to enable School Boards to carry on highergrade schools and evening continuation schools. The Duke of Devonshire said, the Government proposed to enable the School Boards, not perhaps, to carry on the whole of the work they were doing, but that part which the. Government thought they might legitimately and usefully carry on. He could not hold out any expectation that they were prepared to alter the law as it had been laid down in the Cockerton judgment; but they did propose to, institute authorities which would be able to legaliso, and carry on, by themselves or through the agency of the School Boards, the work which had hitherto hear done in the highergrade schools by the School Boards.

The Gordon Warrant Frands. At the Central Criminal Court, on 15th ulto. Richard Everitt and Henry Ernest Fry pleaded guilty to conspiracy to defraud Messrs. Barclay, Bevan and Co., by obtaining money on the security of wonhless gold ore warrants. The Recorder said that the case was one of the most elaborate and mischievous frauds that bad come to his notice for years past. The prisoners were each sentenced to five years' penal servitude. These men, as smelters of gold ore, had succeeded in carrying out, during systematic a considerable number of years, fraud upon their bankers. Their method of operation was, like most successful combina ions, exceedingly simple. It consisted in raising money upon warrants referring to fictitious stocks of gold ore. The convicts seem to have par up various men of straw to sign the necessary documents, and, as they were really doing a genuine business, though much less important than they represented it to be, they had no dificulty in obtaining papers which, for practical purposes, were as negotiable as Bank of England notes.

"Lest We Forgot." Speaking on the rath who, at a dinner of the Nonconformist Union Association, held at the Hotel Métropole, Lord Salisbury said that there were circumstances which would make every lover of his country look back with feel. ings of exultation and gratitude on the two years 'which had just passed away. When he was at the Foreign Office he used to hear sug| gestions that our star, had set, and it was true that the impression had spread about the world that we should never fight again: but now, that we had shown what powers we could exercise, what quality we could display, he had no doubt that the Empire was safe, and that the cause uf peace-was-more secure than it was before. There was no Power but knew that if it defied the might of England it defied one of the mest formidable enemies it could possibly encounter. Our experience of the power and capacity of modern instruments of war was one more reason for resisting Home Rule. We now knew that if we allowed the hostility of those who were to the front in the, Irish community to have unlimited opportunity of making pre parations against us, and if we had to fight any other Power, we should have to begin by con- quering Ireland.

The Navy League.

The annual general meeting of the Navy League was held on 15th ult., at the Royal United Service Institution, Mr. Yerburgh, M.P., was in the chair. The president, in may- ing the adoption of the report the executive committee, with balance-sheet, for the past year, said the League was to be congratulated on the fact that there had been a fairly satis factory increase in the number of its branches. That, however, was no reason for resting on their gars, but ought, on the contrary, to be an incentive to increased efforts. The more its operations extended, so much the more must its influence increase. The League was put ting self in touch with the young all over the country, as well as with those responsible for the care and education of the young, and that was a work the value of which could not be over-estimated. The report and balance sheer were unanimously adopted. A vote of thanks was passed to the Earl of Drogheda, ex-pre- sident of the League, and 10 presidents and honorary officers of branches.

Lieutenant Burtkhardt Sentenced.ations to the Sovereign and his Consort.

The sentence of a General Court-inaitial on *Second Lieutenant Robert Harold Burkhardt, 3rd Roval Welsh Fusiliers, at Crownhill Bar- racks, Devonport, has been officially promulgat ed. The accused the court-martial pleaded guilty to charges of having stolen two £5 unte from the officers' mess of the regiment, and to having escaped from military arrest while awaiting trial. In extenuation, his counsel urged that he had been led astray by the at- tractions of the gay life in a garrison tawa. The sentence of the Court directed that Lieut- enant Burkhardt.be cashiered, and to undergo twelve months' imprisonment. It was read to him in the officers' sness by the adjutant, and he was then removed in cívilian clothes, und was handed over to the Plymouth police.

The Russian China Fleet. Consignees of Cargo by the above-named vessel are hereby informed that their Goods are being landed and placed at their risk in the Hongkong and Kowloon Wharf and Godown Company's Godowns at Kowlcon, where each consignment will be sorted out mark by mark and delivery can be obtained as soon as the Goods are landed.

Optional Goods will be landed here unless instructions are given to the contrary before Noon, TO-DAY,

Goods not cleared by the 20th instant, at 4 P.M., will be subject to rent.

No Fire Insurance will be effected by me in any case whatever.

All damaged Packages must be left in the Godowns and a certificate of the damage ob tained from the Godown Company within ten days after the Vessel's arrival kère, after which no Claims will be recognised.
