Sir, With reference to the recent terrible case of amok, resulting in death for nine per- sons and serious wounds for seven others, may 1 trespass on your space by, quoting the judg ment delivered on Suman, a Penang ainek. runner, by Sir Williani, Norris, the Recorder of Penang, in 1856, the text of which appears in Sir Frank Sweltenham's adairable book, The Real Malay.
To this. Sir William Norris saint that he though it right, seeing so many Muhammadans in and about the Court, to disabuse their minds and an that of the prisoner, of any false notions of courage, heroism or self-devotion which Muhammadans might possibly, but Mu hammadans alone of all mankind, could ever attach to such buse, cowardly and brutal. morders, which one but the devil himself, the father of lies,' could ever have inspired, Continuing, he said, that such atrocities disgraced no other creid, let the Muham-Kennett, E. F. madans account for the fact as they might. But whatever the explanation whetlier these fiendish excesses were due to the result of fanaticism, superstition, overweening pride, or ungovernable rage, or, which is preliable, of all combinest, public justice demanded that the perpetrators should be visited with the severest and most disgraceful punishment the law could inflict." This judgment must have made a strong impression on the Muhammadan population of Penang at the ring, and it seems to me, that if this line of policy were adopted now, it would be far more effectual in extermi nating this fearful species of crime than any effort in this direcion by depriving natives of all dangerous weapons, as suggested in yester day's Free Press the though the turbak and the firs might be taken away and the spear also, there would still be the parang and this is just as dangerous in the hands of an nok-runner as any other weapon, though it is really a household instrument and is used

RUBBER DEVELOPMENT IN THE Kelper, G.
PHILIPPINES.
Dr. F. L. Shergan, special agent of the Forestry Bureau of the Philippines, who left Manila recently on a tour of investigation in the Straits Settlements and java, and, if neces- sary, Sumatra, in order to obtain inforniation regarding the rubber and gulta percha in dustries, with a view to their development in the Philippines, has arrived and is now staying in Singapore, says the Straits Tims of the 7th inst. Dr. Shermina was appointed for the work by the Philippine Civil Commission.
During his mission Dr. Sherman will study the best methods of obtaining gulta percho, and devote special attention to the new process of extracting it from leaves, bark, and twigs, a method altogether unknown among the more crude and primitive workers of the Philippine Islands, who usually obtain their supply by recklessly cutting down the tree, and removing the exudation of gum.
So far as practicable Dr. Sherman will secure and preserve for the Forestry Bureau the leaves, flowers, and fruit of each speries. He will also -gather, information as to the quality, amount, and commercial value of the gum from each particular class of tree, and the best. season of the year for securing the gumi
As to the practical working and preparation of the gum for market after it is procured, the doctor is expected, to learn all the methods amployed, primitive or advanced, although special attention will be paid to be later pro- ceeses which have been adopted.
The written observations will be supple mented by illustrative photographs of the fruit and flowers of the different species, and also of the methods of extraction and subsequent treatment The results of tests applies to the different methods, in order to ascertain accur- ately the relative percentages and the purity of the products thus secured as well as the cost per hundredweight of the various modes of ex fraction and preparation will be set forth.
It is intended to secure information regard ing the ports which ship gutta percha and rubber to Singapore the relative amounts shipped from each port, the market price of the different grades at Singapore, special care and investigation being given to shipments from the Phillippines.
