SUCKING POISON FROM SNAKE **

BITE.

★ The S. F. Call reports the following occur. /rence near San Diego on the joth April :—'

To the presence of mind of Minnie Erasee, the teacher of the Merle School, between San Diego and Oceanside, one of her pupils un doubtedly owes his life. The teacher and three or four of her pupils were on their way to the school, the boys harefanted and racing ahead and behind in boy fashion. One of then, about 2 years old and the son of one of the patrons of the school, startled a rattlesnake, and before he could get out of the way the reptile had buried its fangs in his leg just above

the ankle.

Miss Fraser knew that something must be done quickly if the child's life were to be saved. After hurrying the other chil dren away for the boy's father with instruc- tions to bring whisky, she seated the child by the side of the road and applied her lips to the wound in suck the poison from the veins. She was evidently successful, for the poison did not seem take immediate effect on the child. When the father arrived the lad was thoroughly dosed with whisky, which counteracted the snake's venom and supple amented the work on well done by the teacher.

The child was hurried to Oceanskle, being completely under the influence of the liquor by the time he reached the doctors's office. The physician declared that the prompt action of the teacher had undoubtedly anved the boy's life. This evening, he pronounced the patient 'out of danger.

The report of the British parliamentary com mission on Indian expenditure has precipitated considerable discussion in the House of ConDaukewich, P. mons. In view of the ravages of the famine and the fact that a large proportion ci the regular army heretoface stationed in India, and while there maintained at India's expense, is now serving with British colours in South Africa, the commission recommended that the British Government pay part of the cost of maintaining the Indian force, and, in addition, liberally increase the famine funds. Even with her large army, India, in the opinion of continental military critics, would be practically defenseless before a powerful invader. A. German, army officer.. writing in the St. Petersburger Zeitung, declares that to put India in a proper state of military prepared- ness would "necessitate the making good the neglect of half a century." This. be fears, is impossible, ns at the present time military ex penses amount to $88,000,000, or twenty-five per cent. of the entire budget, and the impover ished country can hardly pay more. The forces of India are "respectable enough on paper," he says, but would not, in reality, amount to fifty per cent. of the figures published. Of the equipment he says:

"The troops are armed with an antiquated Kuhn, model of the Lee-Metford rifle. There are Kneuzle and Streiff only nine cavalry regiments, partly armed with the obsolete Martini-Henry carbine. artillery is the worst off of all arms of the service. The guns of all the field and home artillery date back to the '80's, they are toa heavy and there, are not enough of them. India has sent many horses to South Africa, and is now dependent on Australian remounts. The much-artvertised mountain-batteries are provided with ancient seven pounder muzzle. loaders. It has long been an open secret 638 (2) that they are worthless, and. during the late Afridi war, they were wisely left at home of heavy artillery there are but four batteries, drawn, by elephants; but three of these have antiquated muzzle loaders and the fourth consists of four howitzers and two ordinary heavy guns. The siege park' is hopelessly obsolete."

None of the "so-called Sepoy army," says this writer, can be properly placed in the field, ceatainly neither the Bengal, nor Madras divi sions. The Punjab and Bombay armies are serviceable, but they have been greatly weaken ed for the benefit of the China expedition. In conclusion, we are told:

"The condition of the garrisons at Karachi, Rangoon, Bombay, Madras, and Calcutta is scandalous. The defense are armed only with muzzie-loaders, and these fire black powder. The flooring of the hydraulic gana at Rangoon and Calcutta is so bad that no less an authority than Sir Charles Nairne, late Inspector of artil- Jery, said they would aff he useless after an Bour's fight. At Bombay and Karachi an at- cking fleet could enter without opposition, the batteries either could not reach the ships ir wuld be forced to fire into the best portions
