PENSIONS AND SALARIES. EXTRACT "FRON DEHIND THE SPEAKER'S CHAIR," BY HENRY 'W,' LUCY, IN THE
STRAND MAGAZINE,"
For those ant personally concerned there is something pleasing in contemplation of the fact that the First Minister of the Crown, the principal agent in the Government of the richest Empire in the world; draws a salary of only £1,000 a year, less Income-tax severely deducted from quarterly payments. This is a fee the manor of a minor railway company would scorn. It is nilotted to secretaries of prosperous commercial companies. It is fre quently made in a day by operators on the Stock Exchange. Lord Salisbury accepts it with the measure of gratitude dictated by the fact that it is secured to him only by happy accident. As Prime Minister no salary is pro Vided. Lord Cross, having' obligingly retired from the office of Lord Privy Seal, the Premier succeeds him. Some years ago, it being noted that the Lord Privy Seal had absolutely no work to do, the salary was, by rare application of logical principle, abolished. This was a matter of no practical importance to Lord Cross. Nearly a generation back that eminent statesinan, finding it possible, to the surprise of some of his filends, to make the statutory declaration that his private means did not enable him to maintain the position proper for an ex-Cabinet Minister, btained a pension of £2,000 a year. These pensions lapse on reap- pointment to office. Had Lord Cross drawn the 3.000 a year that pertained to the office of Lord Privy Seal he must needs have dropped the identical sun drawn from the national ex- chequer by way of pension. He simplified matters by holding on to his pension, and the pay of the Lord Privy Seal lapsed. It has now been revived in favour of the Prime Minister, otherwise unprovided for.
THE HONGKONG TELEGRAPH, FRIDAY, MAY 17, 1901.
Churchill, Miss Joan Campion, Capt. Lightfoot, and Mr. Edward Sassoon.
The male cards were in white satin Empire costumes, with white wigs and black velvet hats. The young ladies were also in white silk and satin. But their dresses were modern, their hair was poudré, and they had black pat ches and wore black velvet incroyable hats with
silver stars,
All except the very youngest wore pearl necklaces. The particular card was registered
on the breast.
After shuffling, 13 living cards knelt on crim- son hassocks before each player. Everything was so well managed that only once were the audience made to laugh by the cry "Stop, I've go! 14."
One player caused general mirth by protest ing vigorously against his shocking hand. On being played the cards stepped out into the middle of the finor and bowed to each other.

This arrangement brings into sharp light the fact of the inadequacy of the payment of Mini-Bohm, 0. sters of the Crown compared with the market value of some of them. Had Mr. Gladstone turned his great capacity into any other field than politics, he would have died a far richer man than he was shown to be by the modest disclosure of his will. The case of Sir William arcourt affords exceptionally precise data for considering the question. When he entered Parliamentary life he deliberately sacrificed an income at the Parliamentary Bar three times greater than the highest salary he received in a year as a Minister of the Crown. His pro- fessional income was, of course, regular in its annual accretion; whereas when Home Secre- tary or Chancellor of the Exchequer he drew his, £5,000 only in suchi years or periods of a year as found him in office. In Opposition he had to live on lus private means.
Lord Hardwicke, challenged last Session. with retaining his connection with a stock broking firm whilst he acted as Under-Secretary for India, frankly explained the reason why le could not afford permanently to abandon his position in the City for the price of being a few years in office as one of Her Majesty's Ministers. That is a bluff, businesslike view of the situation Regarded merely as a means of livelihood the profession of a Minister of the Crown is the most poorly paid open to men of capacity Mr. Chamberlain is, perhaps. the most striking example of rapid advancement to Ministerial position. He became President of the Board of Trade within four years of taking his seat in the House of Cominons. He has during his awenty-tour years of Parliamentary life held office for an aggregate of something over ten years. During that time he has drawn about 37 600 in the form of salary, a sum which, had he devoted himself to conimercial pursuits, he might have made in twelve months. Probably before he retired from business he achieved that record
Sir Michael Hicks Beach is bracketcil with Mr. Chamberlain in the matter of brief ap: prenticeship before attaining the full honour of Ministerial position. He, tna, sat on the Treasury Bench four years after he entered the House. Mr. Arthur Balfour and Mr. Ritchie cach waited eleven years for promotion. Mr. Gerald Balfour was ten years a private member, and Mr. Hanbury sat on a hack bench through twenty three years. Parents considering "what they shall do with Charles" will do well, if their main desire be to have his merits adequately recognised in the way of pecuniary remuneration, to think twice before they devote him to a political career,
SIR H: BAWSON AND THE CHANNEL FLEET.
PORTSMOUTH, April 13th Vice Admiral Bir Harry Raw on, K.C.B., the retiring Commander-in-Chief, has worked the Channel Squadron very hard, but has greatly improved its efficiency, in particular, he has made a wonderful improvement in the feet's gunnery by adopting methods that the Admiralty have accepted as the future basis of gunnery instruction in all other feets. In so far as putting straight shooting before other con siderations, Admiral Rawson has proved him. self a reformer who will leave a most beneficial mark upon the whole Navy. Yet, though he worked the Channel Fleet from daylight to dusk in order to get the utmost inch of eff ciency from the ships companies, Admiral Rawson was immensely popular with every- body in the squidron,

THE ADMIRAL'S MESSAGE. Last Thursday the feet bade him a magni- ficent "Good-bye." Alter the Majestic (Admi- ral Rawson's flagship) had led the feet into Berchavan, she turned gracefully round and steamed slowly between the lines, flying the following signal, From Admiral and staff to Rear-Admiral, Captains, and ships' companies, We wish you all good-bye and success in the Channel Squadron.""Best wishes from us all," replied the ships As the Majestic passed all hands crowded decks and rigging, clapping heartily whilst the bands played "Au'd Lang Byne," and the Guards mounted on the bridges presented arms to Admiral Rawson, who was Hall, B. much affected by the good feeling so pictures-Hendersen, W. The unique exposition was arranged by a large number of fashionable ladies including Lady Cunningham, Lady Isabella Stuart, the Hon. Mrs. Boothby, and the Hon, Mrs. Brand. Jannot The four suits of cards were taken by the Hon. Kirkpatrick, M. C. Mrs. Campion, Mrs. Or Ewing, Mrs. Rivers, and Mrs. Malcolm Sim, and the game of bridge was played by Capt. Homfray, Capt. Mabsoy, Capt Rumbold, and Mr. William Keen,
Each suit was represented by young ladies and gentlemen distinctively attired, and the effect on the wide floor of the dome when the pack of 52 were being shuffled was charmingly pretty,
The method of shuffling was to put the pack through a march, the Empire and Phantom guards being gracefully executed to the accom paniment of orchestral music,
