Mr. Robertson asked the Under-Secretary of State for Foreign Affairs whether the Govern-Number of cases reported during the past 24 hours ment had any information to show that losting and pillage had been committed by British or other European troops in or near Peking or Tientsin, and that valuable property thus plunNumber of deaths reported (Chinese... 104 dered had been publicly sold under the direction of British officers; whether such conduct was contrary to the modern usagesof waras declared by The Hague Convention; and whether the Government intended to adopt any means for the restitution of the property so taken and for such punishment of the offenders as their con duct may deserve.

Lord G. Hamilton, who replied, said: So far as I know there has not been any pillage or plunder by British troops in China in the sense implied by the question. General Gwelee reported in August last that "looting was openly tolerated among certain of the Allied troops," and every effort was made by him to pre vent our soldiers from participating in the indiscriminate plunder. and wanton destruc- tion of property which was prevalent elsewhere (Hear, hear) In the areas assigned to British occupation there were a number of derelict houses. General Gaselee directed that the ownerless property sa left should be taken charge of by authorised search parties, and, where the legal owner could not be found, sold by public suction for the benefit of all. There has not been any violation of The Hague Convention.

Mr. E. Kobertson asked whether it would be possible to have General Gaselee's report pre- sented to the House.

Mr. Tully asked whether it was not a fact that at Christie's there was a goed.deal of sell- ing of things taken as loot in China.

Lord G. Hamilton said that possibly might be so, but it did not necessarily follow that the things were looted by British troops. As to the question of the hon. member for Dundee, he was rather doubtful, as General Gaselee's report referred not only ro British but ta. other troops.----

NAVAL FORCES IN CHINESE WATERS, (12th.) Sir C. Furness asked the Secretary to the Admiralty if he would inform the House as to the number and description of ships representing Great Britain in Chinese waters. and on the Yangtze River, and also as to the number and description of the ships represent: ing each of the other European Powers and

the United States.

Mr. Arnold-Forster: The naval forces of the Powers named now in Chinese waters appear from the last published returns to be as follows:-Great Britain: Four battleships, fifteen cruisers, twenty-three small vessels, of which two cruisers and four small vessels are on the Yangtze River... France: One battle- ship, nine cruisers, twenty-two small vessels, of which three small vessels are on the Yangtze. Russia: Five battleships, six cmisers, twenty small vessels and torpedo-boats. Germany; Four battleships, ten cruisers, ten small vessels, of which two cruisers and two small vessels are on the Yangtsze. Italy; Six .cruisers. Austria: Four cruisers, of which one is on the Yangtsze. Portugal: One cruiser, two small vessels. United States; One batile ship, two coast defence ships, eight cruisers,

INDIAN TROOPS IN NORTH CHINA,

Sir M. Dhownaggree asked the Secretary of State for India whether he head any official in- formation showing that the Indian troops and camp followers serving in North Chini were not provided with such suitable warm clothing as would enable them to resist the intense cold of that region, and that consequently they suffered great hardships; and whether he would state how many casualties and deaths from sickness had occurred among them up to the date of the last official reports received here or in India.

Lord C. Hamilton: I have not seen reports referred to. An ample supply of warm clothing was provided for troops and followers, and we have no reason to suppose that de- ficiencies exist in this respect. The percentage of sick troops in hospital from all causes on Jan. 1st was only 38. The deaths have not been reported.

sirtement of the First Lord of the Ad- miralty axplanatory of the Navy Estimates for 1901-2 contains the followinferences to the Naval Division in the Far East The China Fleet has been considerably increased during the past twelve months., The Dids, isis, and Astraea from the Mediterranean, the Arethuse from the Pacific, the Walinroe, Mohawk, and Lizard from Australia, and the Maration from the East Indies were all sent to that Station during the disturbances last year for temporary service. Of these, the Marathon has returned to her Station, the Dido and Iriz have been replaced by other Cruisers in the Mediterran- can, and will remain in Chian; the Mohawk has been replaced in Australia, and is now returning home. The Glory, Argonaut, and two Destroyers (Otter and Fanus) have been added to the Fleet in Chinese waters, and the Ocean left Malta on Feb, a to join them. The Robin, River Cunboat, has been commissioned for service in the West River, and the Steamer Ploneer has been purchased and will be fitted as a Gunboat for service on the Yangters Kiang. A Naval Brigade participated in the Inter. national advance to Peking, and on the occupa. flon of the city, returned to their ships

The Government of South Australia offered the services of the South Australian Gunboat Protecter for service in China during the din turbances of last year. The offer was accepted
