The opening up of new building sites and the laying of tramways and the general improvement of the means of communication will do much to obviate this, but one must not forget that there is the opposition of those who are reaping a golden harvest from the present state of affairs to be first cvercome. On Saturday evening. Mr. John Lambert, Superintending Engineer of the Cosmopolitan Dock, read an extremely interesting and in structive paper on "Liquid Fuel and it's uses as a propelling power," before the Institution of Engineers and Shipbuilders of Hongkong The chair, was taken by Mr. R. Cooke, who introduced Mr. Limbert.

The lecturer commenced by saying, "I wish to deal mare with the mechanical uses than with the chemical composition of the fuel and its gases, and in so doing have to rely not only on what practical experience. Of course the inhabitants of the New Territory cannot be expected to take the initiative without encouragement. For hundred of years they have been content to grow their own rice and a few vegetables for their own consump tion and it is hardly reasonable to suppose that they will at once depart from the old order of things. That they are ready to do so when encouraged is certain, for since the acquisition of the Hinterland, vegetables for the Hongkong market are being grown in
