NOTES AND COMMENTS.

The French at Amoy. The telegrams announcing the peculiar action of the French at Amoy, which arrived too late on Saturday afternoon to admit of our commenting upon them, are inexplic- able. Why the French should want to lay a cable seawards from Amoy at all, why they should have the work done by a telegraph ship masquerading at a transport and why the cable should have been laid without the consent of the Chinese | Authorities, are questions which require an answer. The arrival of the French trans- port Vinkloong at-Amoy, too, is peculiar. Had she been in distress, or short of coal, or in need of repairs, our Correspondent would undoubtedly have said so, but otherwise there does not seem to have been any reason for her call at Amoy of her journey north.

ANNUAL INSPECTION.

The annual inspection of our Volunteers took place on Saturday under the best of weather, says the New Press of tst instant.
