FAR EAST IN THE HOUSE OF

(THE LOOTING AT PEKING,

(Feb. 25th.)
Mr. Chanaing asked whether inquiry had been made or would be made, into.alleged acts of looting by British subjects in Peking after the relief of the Legations; and whether His Majesty's Government proposed to follow the example set by France by taking steps to en force the restitution of articles thus taken by British subjects.
Lord G. Hamilton: I do not know what the allegations are to which the boo. gentleman refers; but General Gaselec informs me that the discipline and conduct of the British have been excellent. After the relief of the Lega tions the British troops were strictly forbidden to loot, and strong measures were taken by him to enforce this order. Articles of value, the property of the Chinese Government, which were left in the Summer Palace after its evacua- tion by by the Russians, are at present in the care of the British military authorities and General Gaselee has, been instructed to retain them with a view to restitution when peace is restored.

Viscount Cranborne: We have no official knowledge of the terms of this agreement. The assurances of the Russian Government referred to by my hon. friend were given verbally to His Majesty's Ambassador at St. Petersburg.
Sir E. Ashmead Bartlett asked whether the Government would direct that these oral 'assurances by Russia should be embodied in a formal document
No answer was given.
THE BRITISH TROOPS IN PIKINO...
(26th.)
Mr. O'Shee asked the Under Secretary for Foreign Affairs whether the articles seized by the British troops in Peking with a view to restitution after peace is declared had been re- moved from the places or palaces where they were seized; and, if so, whether these articles were left untouched by the Russian troops dunng their prior occupation of the same places or palaces; and, if so, on what grounds the British troops had acted differently from the Russian troops.
Lord G. Hamilton: The articles referred to were not seized as the question implies, but were put into safe custady by General Gaselee, with a view to realitution to their owners when the war is over. I have no information as to what has happened to the other articles which were in the palace when it was first occupied by the Russian troops.
THE YANGISZE VICEROYS.
(Feb. 28th.) Mr. Malcolm, for Sir E. Ashinead-Bartlett, asked the Under-Secretary for Foreign Affairs whether His Majesty's Government would take steps to insure the maintenance in their office of the Yangtze Viceroys, who had rendered such service in the interests of Great Britain and of civilisation in their provinces, and to enable them to carry out essential reforms of which they were in favour.
Lord-Cranborne: The matter referred to was carefully considerd some time ago, but His Majesty's Minister at Peking reported that he was satisfied that there was no danger of the Viceroys' removal. His Majesty's Government fully appreciate the services which they have rendered.
IMPERIAL CUSTOMS BUILDINGS IN PEKING.
Mr. W. Redmond asked whether His Majesty's Minister at Peking had received a protest from Sir Robert Hart against the pro- bosed appropriation of the Joperial Customs buildings by the foreign Legation, and particu larly the Italian Legation, which proposes also to take possession of land which is the property of Sir Robert Hart himself,
Lord Cranborne: We understand that in connection with the scheme of defence for the Legation quarter a plan is under consideration which would require an open zone 150 yards wide all round, and that to obtain this it would be necessary to take a great part of the site of the Customs Administration. On 20th alt Sir R. Hart addressed a letter to His Majesty's Minister and also to the doyen of the Diplomatic' Hody expressing his surprise at this appropria- tion, but stating that if military necessities required the cession of the sites for the defence of the Legation quarter he would not protest or appass it. But we are in communication with His Majesty's Minister on the subject.
Mr. W. Redmond asked whether the noble lord could say what compensation was to be paid.

FOREIGN WARSHIPS AT CHATHAM. Mr. Bartley asked the Secretary to the Ad. miralty whether Japanese or other foreign war- ships were now occupying and had recently occupied docks at Chatham and elsewhere, though at the same time His Majesty's ships ware waiting to enter these docks for repairs; and whether, if this was correct, he could state by what authority foreign authorities use His Majesty's dockyards when these docks were urgently needed for the Navy, and whether the practice would be at once put an end to.
Mr. Arnold-Forster said that no docks were nor occupied by foreign vessels, but that a Japanese 'cruiser was docked at Chatham re- cently. This was a matter of international Garcia, B.
