of Chief at this Department has come none too soon, but it shows that Lord ROBERTS has a very uphill task before him, even, though he will certainly be supported in his reform measures by the consensus of opin ion of the ecantry.

The War Office has been the object of periodical attacks by the Press on account of its frequent blunders and tardiness even in pressing matters, but these attacks have hitherto been made in a more or less | goodnatured, bantering style, as if "that was only what could be expected of the War Office people." But public opinion is at last thoroughly stirred in the matter, and there is hope at least that we shall see great changes and improvements made. There is a wide field for them.
