THE STRATEGICAL VALUE OF THE CHANNEL ISLANDS,

In the event of war between Great Britain' and France, the first and most important part of the struggle would be for the command of the sea.

Should Great Britain succeed in retaining the command of the sea, France would thereby be reduced to a condillon of impotente, so far as offensive operations are concerned, and would sooner or later beoblig. ed to submit to the will of her rival, although, it is true, the war might last for a long time, If, on the other hand, France should succeed in wresting from Great Britain the command of the sea and in keeping it, Great Britain would be so much more hopelen and impotent than France in similar plight would be, that the war would terminate quickly. In a word, France, even without the command of the sea or anything approaching to it, re mains capable of prolonged resistance, first, because she is self-supporting. country; secondly, because the French nations santi nient and strength are already concentrated within her borders; and thirdly, because she stands among the best-equipped of the military Powers; while Great Britain, deprived of the command of the sea, would collaps with relative rapidity, because she is in no use a self-supporting country; because her national sentiment and strength are scattered over the world, and cannot be concentrated savely way of the sea; and, thirdly, because the it not a military Power according to the standed set up by Germany, France, Russia, and Austria- Hungary.

These are truisms, but I recite thèm here in order in recall to the reader how vitally im- portant it is for Great Britain never to the the command of the sea, and, in peace time, to take such steps.as may justify her in being able to count upon retaining the command is war.

But the total result could never have been effected had thero not been a remarkable unity Among the people, and a complete co-optation with the Government. Democratic opposition, of course, there has been, and is; but few, if Any Governments have more thoroughly car ried their people with them. The bodypolitic of Prussia reminds one of that of an fhlete, wall knit together, with no encumbarity mat- ter, with muscles strong as steel. It is not bean pampered, but has been compelled to plain living and high thinking. Its res time of trial has just begun, for it has bags to be rich and luxurious.
