NEW RAILWAY TO HUDSON'S BAY.

A further step in the opening up of the northern territory of the Great Dominion has been initiated in the commencement of the works for connecting the Great Lakes with Hudson's Bay by a line of railway. The Algoma Central Railway, as it is called, is now actually under construction and is the subiect of a report from the United States Crinsul at Niagara Falls. Although it is less than ninety days since the first sod was turned, twenty five miles have been completed and are in actual use, while it is pushing ahead at the rate of half a mile a day, and is expected to reach walers of the Arctic Ocean about three years. The line will be the most solid construction with 85lb. steel rails And the locomotives, weighing 135 tons, were too massive for transport by the railways lest the strain on the bridges should be too great. They had accordingly to be delivered from Chicago by steam ferries, traversing the Lakes to the starting point of the railway at the Sault Ste. Marie (popularly known as the Susan Mary) where the rival canals effecting the descent from Lake Superior to Lake Huron carry a greater annual amount of traffic than that of Suez. The country thence north- ward is an absolute wilderness, without towns or even villages; yet the investors in the railway, the capital for which has been mainly found in the United States, are confident that it will prove remunerative. Pulp wood to feed the Sault Ste. Marie mills is its principal risen d'être, but it will run through a country suppos. ed to be dowered with inexhaustible mineral we. alth, containing mountains of irgu and copper, varied in one place by a ted of gypsum eight miles long. Hundreds of miles forested with birch, maple, aproce, balsam, and other valu. able trees will be rendered available by its passage. The Ontario Government has given large grant of this rich province. Tourist traffic will be catered for by the erection of a first class hotel at all eligible stopping-places, and by the establishment of a modern seaside hotel on the shores of fludson Bay. Fine scenery, a bracing climate, and a profusion of game and fish in the forests, lakes, and river along the line of route are expected to prove attractive to the nomads of civilisation. The fish of Hudson Bay are likely to prove another source of profit.

EXTENSION OF THE SIBERIAN RAILWAY.

A St. Petersburg correspondent states that the Russian Ministry of Communications has decided to continue the Siberian Railway along the Shilka and the Upper Amur Rivers. The outbreak of the Chinese disorders led the au thorities to give up the orginal route of the line, and to construct a railway into the Chinese territory. From Stretensk, which is the point of departure for the Manchurian Railway, the Siberian Railway will be continued as far as Pokrovka, a small village at which the Amur River becomes navigable during the spring and summer. The continuation of the Siberian Railway on Chinese soil, instead of being ex- tended to Khabarovsk, isolated the basin of the Amur, and the attack on Blagovestchensk by the Chinese bands of robbers showed clearly the danger of this isolation. Dur- ing the summer of 1909, a Russian expedi tion in charge of a railway engineer inade part of a survey for the construction of a line of railway from Obdorsk, near the mouth of the River Ob, in Belkoveskarya Couba, one of the bays on the Kara Sea. The survey had to be interupted owing to the approach of winter, but it will be resumed and completed this year. The survey so far carried out shows that the construction of railways ncross the marshy plains of North-Western Siberia will present no insurmountable difficulties. The projected railway will be built by a company, and it will play a very great part in the exportation of Siberian com for the markets of the world..

A RAILWAY SCANDAL.

The P. W. D. of French Indo-China is the subject of an ugly scandal at present in con- aection with the plans for the new railways, says the Bangkok Times M. Henry, an em- ploye of the Department, has, in the most formal and public manner, accused the Director and his principal colleagues of having present- ed plans and sections that are absolutely false. In particular he says that for the section of railway from Saigon to Tan-linh they submitted a scheme for the carrying out of the works that was drawn up on fictitious documents, and that was in consequence absolutely fanciful; and further that they submitted a plan for the section Saigon to Khan-hoa, for the ex- ecution of which no proper survey has ever been made.

M. Henry was prosecuted, made this his defence, and was acquitted. Thereupon he published a long letter in the Opinion under the historic heading "l'accuse," and gave the fullest particulars of his charges against the heads of the Department, asking at the same time to be prosecuted if anything was false. The Courrier d'Haiphong urges that the Director of the P. W. D. must either prove all this to be a vile calumny, or he is shut up to the dilemma of confessing himself to be either scandalously incompetent or scandalously dis- honest,
