THE PUNISHMENT OF FLOGGING. The Attorney-General proposed the first reading of a Bill entitled an Ordinance io con- solidate and amend the Laws relating to the Punishment of Flogging. He said-I should like to say that this Bill does not alter the law, but makes clear the present state of the law, which is rather difficult to gather from the various alterations in the different Ordinances. The Colonial Secretary seconded, and the motion was carried.

Strike.
The strike of lightermen on the Thames, which has lasted for several months, has at longit collapsed, (asth ult). Most of the firms affected by the strike have been informed that the men in all firms will return to work forth. with on the terms offered by the employers on October zo.
The Steamer "Russie" Re-Floated.
The Danish salvage steziners Danmark and Berger Whithem have successfully floated and towed into barseilles the steamer Russis, which recently stranded on the Faraman Sands. The men on board the salving steamers were able to remove the sand which had embedded round the full, and the ship at once richted herself. The hull is hardly damaged, though the internal fittings will have to be entirely renewed.
On the Summons being called on, the Crown Solicitor on behalf of the prosecution withdrew the rat and and charges against the Defendant and elected to proceed on the third charge alone. The ten cases of revolvers, the subject | mattor of the charge, arrived by the Sado Afars | and Nowacki Maru on the 17th July and 6th August, 1900, respectively. These were landed and stored by the Hongkong and Kowloon Wharf and Godown Company. It was proved in evidence that the Godown Company do not issue godown warrants until they have re- ceived the bills of lading for the goods. These goods remained in the godown until they were | seized by the police on the gist January last, under a warrant. The two bills of lading and two drafts drawn by the vendor of the anns were put in. They were received by the Hongkong and Shanghai Banking Corporation from the Bank of Gallarate, The bills of lading were sent by the Hongkong and Shanghai Bank to the Godown Company and in exchange received two Godown warrants. These are dated the

It was pointed out by His Excellency that while all children horn in the Colony during British rule are British subjects, it must be understood that the children not born in the Colony, of deceased persons, for whom a Naturalisation Ordinance had been passed, but. who had not taken the oath presented in puch Ordinance, are not British subjects, and that to become so they require naturalisation.

A letter was put in dated the 19th September last and signed U. Nervegna, and enclosing a list showing the quantity of arms they had, the place where they were stored and to whom they were sold. The list evidently contains the arms, the subject auitter of the charge.
It was also proved in evidence that the rent for the storage of the said arms was paid by the Defendant. Iam of opinion that neither of the circumstances above mentioned can
affect, or alter the position of the Defendant with regard to these arms,
From the time the arms were landed until the Godown warrants were issued, the said arms were in the custody of the Godown Company
for and on behalf of the owners of the two steamers in which these arms arrived, and from the dates of the issue of the said two Godown Warrants the arms have been under the control of the Hongkong and Shanghai Banking Corporation as bailees and on behalf of unpaid vendors of the arms,
Applying either the Common Law definition or the statutory definition under the ordinance, I am of opinion that the persession of these arms was never in the Defendant and I therefore order the Summons to be dismissed.

A Russian tribute to Queen Victoria.
Not the least striking of all the testimonies to Queen Victoria is that of the Novac Vremya, and for the very reason that that Russian paper cannot let the occasion pass without speaking violently of Great Britain. Yet, even so, it is warm in its praise of the Queen herself. A tribute from such a source is even more signifi- cant than those paid by the adjourninents of the Italian Chamber and the Portuguese Cortes, which would have been eager in sympathize with England in any case. The world is at one in this respect. The great Republic of the West and the Republic across the Channel agree in offering unprecedented marks of esteem to the memory of a British Sovereign. We know now how proud the whole world was of Queen Victoria, and our own grateful pride should be the greater,

(From Home Papers.) The Stubbornness, of Manufacturers.
An article in the Daily Express is devoted to the stubbornness of the British manufacturer and his slavish adherence to old methods. It is instanced that they would not take up new patterns, or abandon old ones, and rather than make sewing machines with an arm slightly higher than usual, to meet the taste of the Japanese, they practically threw the whole of the sewing machine trade of Japan into the hands of the Germans.

C. councillors of the corporation of Dublin, beg respectfully to assure the members of the Royal 5 Family of our sincere sympathy with them and our feeling of deep regret at the deep afliction that has hefallen them in the death of her Majesty, and that the town clerk be directed to 3 forward this resolution by wire to Osborne.
Mr. Harrington immediately rose to object, and proposed the following aniendment:-
That, without in any way detracting from the 'high personal qualities of the deceased, and carefully guarding against expression of feeling which might seem ungracious or unworthy of the traditions of bur nation, this council must decline in the present political condition of Ireland to take any part in demonstrations of Toyalty to the English Throne.
Alderman Farrell seconded, and a long dis cussion followed, in which many Unionist- members supported the Lord Mayor's motion and expressed disgust and, surprise at the ac tion of the man on whom the council had just the end conferred its most exalted hinour the corporation refused to allow Mr. Harrings ton to compromise its reputation. The amend- ment was defeated and a vote of condolence carried by a majority of 30 votes to 17.
