RUSSIAN SOLDIERS PUNISHED.

The St. Petersburg Correspondent of the Timės telegraphs:—

announcement runs us follows:

THE HONGKONG TELEGRAPH, TUESDAY, FEBRUARY 12, 1901.

COOPER'S HILL COLLEGE.

The Secretary for India, after considering certain recommendations made to him by the We have heard a great deal about alleged Board of Visitors of this college for rendering the course of studies with a view to reducing the crimes and "atrocities committed by Russian soldiers in China. The following is the first present excessivo cost of the staff and increas- Ruthenticated instance of the kind officiallying the efficiency of the teaching, has intimated reported in the Russian Press. Svientenko, into the working of the college. being aware of Potapofi's intentions, aided and abetted him in perpetrating the outfage by driving away the Chinese from the house in which the women were living. For this crime the two men were tried by Court-martial at Hathin on October 20th, Fetapoff was con demned to death by hanging and Svientenkoto

the commander of the troops on the Amur and carried out on October 24th."

LOSS UF A LIGHTHOUSE STAFF.

Intimation has been received by the Northern Lighthouse Board, Edinburgh of the loss of lighthouse staff at the Flaman Island Light house, The Station was established in Decem- ber of last year, and was staffed by four men, three taking duty und the other acting as relief to them. When the board's, steamer went to the islands on December 26 to land the reliev ing keeper, it was found that the three men last on duty had disappeared leaving no trace behind. They are the principal keeper, James Ducat, whose wite and family live in Lewis, Thomas Marshal and. Donald McArthur. The last named was an occasional keeper on duty in place of a sick member of the regular staff. He was on old Army man with a wife in Lewis. It is supposed that they were swept away dur. ing a storm, either when attempting to save a crant, or when trying to render assistance to some vessel in distress. The relieving keeper and three other men have been temporarily left on the island.

No similar incident has ever happened in the history of the Lighthouse Board, and it is fortunate that it did not result in disaster to any passing vessel. The Flaman Islands are a group of seven small uninhabited isles, about 17 miles west of Lewis in the Hebrides.

THE CHEQUE BANK.

PERSIA.

The Persian Government is making arrange: ments for the payment of British commerical claims, some of which have, in fact, already been settled, and also for puiting a stop to the willful damaging of British telegraph lines in Persia which has occurred somewhat frequent ly of late, seriously endangering telegraphic communication between Europe and India. The Persian Government has now issued

firinan ordering local Governors to take special measures to protect the lines and holding them responsible for any wilful damage done in their several districts.

The Russian Government has decided to ap: point a Consult Bushire without delay, to catablish, from next March a regular line of Russian steamers from Odessa to the Persian Gulf and to encourage Russian trade openly and actively in Southern Persia.

¦' UNULAIMED LETTERS AT THE

POST OFFICE.

Letters for the following persons lie an claimed at the Post Office:- Anderson, Mrs. A. Andrews, D. A. Bryan, R.

Bun Heung Blowfield Barry, Capt. J. Bohm, O. Baille, J. J. Baites

Barclay, Mrs. T. Brander, W. Breckman Bosenberg, W. Bradburry, G. W. Brown, H. Bicarbonat, W. Barbey A meeting of the shareholders of this bank Bronson, O. C. was held at the Cannon-street latel, to con. Bean, A. sider a resolution for the voluntry winding Bashan, E. H. up of the company. Air. W. P. Forbes, Bales, H. H. chairman, presided, and in submitting the re- Burck solution explained the reasons which had Bingham, J. E. induced the directors to propose it. The chiet Bryaut, C. J. of these was the forging and successful circula-Cox, Mrs. tion of a large number of the bank's cheques on the Continent. The banks which cashed the cheques made claims which the directors resisted, and the banks then naturally, refused to cash their cheques any longer. This put an end to their Continental business, which was the most profitable. Their home trading had also of late been carried on at a loss, largely in consequence of dastardly, and vile attacks which had been made on the bank, In these circumstances the most honourable and the wisest course was to liquidate the bank as quickly as possible. After some discussion the resolution was carried, and the proceedings closed.

THE GERMANY NAVY.

During the year 1900 the German navy has been increased by two battleships the Kaiser Bartarossa and the Wittelsbach; one large cruiser, the Prince Heinrich; and four small cruisers. In addition to these ships, which have already been launched, there are at present four battleships, one large cruiser, and one gunbust under construction.

AN INTERESTING QUESTION. "Rassicus," the observant writer on natural history topics, says in the current To-day," should like to ask my readers if they have ever noticed that animals and birds actually seem to hear sounds quicker than we do. Often, while watching birds feeding, I have seem them start and crouch, ready in fly, before I was my self conscious of hearing the sound that had disturbed them; and, while driving, I have Always thought that the horse pute back his ears before the noise that alarme him reaches

In India I put this to. the test fre quently, as I had to drive every day at noon to an office near the ground where the midday gun was fired. When my watch told me that the gun was just going off, I would watch the horse carefully and the result was always to confirm my belief that be heard the explosion before I did. This would not how- ever, necessarily mean that waves of sound reached him which were inaudible to fine, but more probably that my system of telegraphy from the ear to the brain was slower than his, thus justifying the common phrase that a dear person is slow of hearing and it would

interesi me to know whether this was due to a

personal defect in me, or whether civilised man in general bas lost the quickness' of hearing which was his, no doubt, when he took his place among the eaters and exten of wild life."
