The Importation of Arms. That firearms are freely smuggled into China from Hongkong is a well-known fact, but the seizures made by the Police cannot represent one quarter of those that are sent out. It is, of course, very hard on our police force to have to try and check this illegal traffic under present conditions, for there is practically no means of checking the import of arms into the Colony. Tox, DICK or HARRY can import as many cases of arms an he pleases, so long as he takes care to have them described in the manifest as bonnets, gingerbeer or some other article. These arms he quietly lands and stows in his godown and the Police are none the wiser. Perhaps he deals in arms regularly, and if so he has a few cases which he takes good care to register, and his sales book is always above suspicion. But when a China- man comes and wants a few cases to smuggle, these are not drawn from the registered stock, but from the bonnets and gingerbeer cases, and thus detection is avoided..
There is no inducement offered here, to
anyone to try to bowl out these illicit dealers. Many must be in the secret, but it would not pay them to give the show away and so they maintain a discreet silence. If the Govern- ment really want to check arms smuggling, why not give a reward of say half the value of a seizure to the informer, then we should soon have some big seizures made. As mal ters now stand, a reformer gets nothing from the Government and so it pays him best to keep his knowledge to himself.

There was some clever riding, and the horses were a nice looking lot. Mr. Love announced that he would present a trophy, in the shape of a smoker's companion, to the best amateur heavy weight lifter. He invited any: one to compete, using only one hand with the weights, but there were no entries, so the weights were not lifted.

The Peace Negotiations.
