TOKYO, January 25th, In addition to the preliminary demands as set forth in the twelve articles forwarded by the powers to the Chinese Envoys, it is now stated that the allied troops will be withdrawn as soon as the demands are accepted by the Chinese, Government. The Chinese Envoys' demanded withdrawal of the allied troops when they sign. ed the protocols and requested a clearer de finition of some of the articles. Some of the powers are opposing this demand on the ground that the proper time for the willdrawal of the troops has not yet arrived. We have another little bit of advice to

offer to the D.P.W. and A.P.C.M.O., and Japan Seoks an Explanation from that is, that when they are sent agait to

report upon a certain spot it would be as well for them to make certain that they are reporting upon the particular place upon which a report

I would have saved a great deal of time and trouble had these two intelligent officers asked Dr. HARTIGAN to accompany them and point out-the swamp, but of this, of course, they never thought. Neither did it strike them that, as they hat failed to find it, the proper course would have been to have referred to Dr. HARTIGAN before writing their report. We throughtly agree with the Doctor that, "There are none so blind as those who will not see."

Chinese Bandits in Korea.

SEOUL, January 25th.

Ap official despatch from the Governor of Sausui, Kankia-do, states that Chinese mount- ed bandits have arrived there and are plunder ing the inhabitants. The local soldiers are trying to disperse the marauders, but the inha- bitants are in a fearful state of anxiety.

But by extend- ing the business of the Company, it may be by raising more capital, you could buy more land in Kowloon and build more houses. What I say is that there is the demand for more houses at Kowloon, and if the Company was to exterid- its business, there would would be an increase on the income from the houses on that side.
