ADVICE TO REFORMERS.
AN OPPORTUNITY LOST. ・・・
THE HONGKONG TELEGRAPH, THURSDAY, JANUARY 24, 1901.
COUNT BULOW'S, UNPLEASANT TRUTHS FOR MR. KRUGER.
Count Bülow's speech in the Reichstag on the oth ult, says the Pall Mall Ganette, in which he explained the position of the German Gaveroment regarding Mr. Kruger and the Transvaal, was very outspoken. Shortly, he said, "We honestly regretted that war should have broken out. We had recommended arbi- Bration to Mr. Kruger, and we advised him clearly that European opinion was opposed to intervention, but he would have none of it until the time had passed, and then he repented As to the non-reception of Mr. Kruger by the Emperor, 'Would the President's journey and his reception by the Emperor have been of

Possibly. never occurred to the Chinese Reformers that foreigners might be induced to play a leading part in the internal struggle now progressing in China, as quite apart from the half-war in and around Peking. They, of course, understood that foreign intervention, as it now exists, might indirectly help or retard their efforts to reform Chinese administration, but direct foreign assistance in that direction seemed to them either improbable, or useless, or undesirable... Full details regarding the sad drowning fatality near Bolarum are now to hand says the Bombay Gazette. Captain Burton, 5th Infantry, Hyderabad Contingent, and Cantonment Magistrate Serunderabad, and Lieutenant Fagan, 1st Lancers, Hyderabad Contingent,M went out shooting about iz miles from Bolzrum.N They shot two ducks, and a relative of a Dufiadar of the 1st Lancers Hyderabad Con- tingent, went into the tank to fetch out one of them. He got the duck, but sank almost im-claimed at the Post Office:- mediately among the weeds. Captain Burton and Lieutenant Fagan jumped in to save the man, but were too late. Lieutenant Fagan, who was ahead of Captain Burton, was seen by the latter apparently trying to dive, and before i Captain Burton had swum a couple of strokes Lieutenant Fagan cried out "Help" Captain Burton, getting close up, advised Lieutenant Fagan to keep his legs up, as the weeds very bad, and asked for his hand, which he gave. Captain Burton then pulled Lieutenant Fagan along about a boat's length, when suddenly Lieutenant Fagan opened his hand, let go, and sank immediately, and Captain Burton getting into difficulties with the weeds himself, and finding Lieutenant Fagan had disappeared turned on his back, and floated sharewards. Captain Burton is of opinion that Lieutenant Fagaglet go his hand knowing that he could not be saved, at his legs were so tied together, and that the last thought of this gallant officer was to avoid bringing his comrade to grief as well as him- self. The caution to keep his legs up, and the letting go of Lieutenant Fagan's band were the saving of Captain Burton's life. Lance Duffadar Abdur Ralman Khan, who was davoted to Lieutenant Fagan, made an effort to get into the water, but was prevented doing

A CHINESE EXHIBITION.
-
Arrangements, it is stated, are being made for a Chinese Exhibition in London, in 1902. The scheme is being engineered by a syndicate, and it will depend upon the support given dur ingt
the next few months whether the exhibition will be on a larger scale than usual. No site has yet been decided upon. The exhibition will include many examples of Chinese life, while numbers of bland add childlike Celestials will roam about the pagodas, temples, and Chinese villages.
THE LATE EARL OF DONOUGH- MORE.
In the late sixties and very early seventies, Young Oxford, as they, might then be called, selected two of themselves as likely to climb to the very top of the tree. The one was Lord Randolph Churchill, of Menon College; and the other was the Earl of Donoughmore, of Ballia, whose serious iliness has been fol- lowed by his death. Most of our readers will recollect to bow lofty an eminence, polli cally, Lord Randoloph Churchill rore, and how, as Leader of the House of Commons, he seemed to be capable of rising even higher. Yet, there was just that flightiness of character then which we had noticed in his earlier days, And suddenly he resigned office, though not his seat in parliament. Perhaps, as an in-2 dependent member, he became more powerful in the country, but death cut short the career which promised to become even more brilliant than it had been. The Earl of Donoughmore's political life lasted even shorter; and though gifted far beyond the average with braina, viva- city, and "gab," he scarcely made a splash before, for reasons other than those expected, he disappeared. Thus the two choices of an Oxford generation have falled to maintain thairi reputation. As a saconteur, Lord Randolph always proved himself execellent; as the amusing man at the piano," Lord Donough- more was, for a time, unrivalled; as politicians, in after life, both were not quite fortunate,
DR. DOWIE IN PARIS/«
Dr. Dowie, the apostle of "Zionism, lectured on the 17th of December to a small audience composed chiefly of English and Americans at the Paris calle der agriculteurs, Everything to said had to be translated for the benefit of the few French who were present, and he fres quently rebuked bis, translator for not making his statements strong enough, The French language is too palite," said he 1 believe they would be polite to the devil, but that is an metion of which I shall never be guilty."--
Duk ing the evening he said several things which caused some of the audience to rise and leave, and in particular, he made numerous rémarka dafogatory, to the Balvation Army, some of whose members were present. -- Finally," he stigmatized them as miserable cowards, and told them they wore, being misled by. General Basth This they could stand no longer, and Indignanie marched out of the hati??
