A Matter of Etiquette. TIENTSIN, January 14th. Private advices from Peking state that Prince S, the Emperor's younger brother, offers to proceed to Germany to apologise for the murder of Baron von Ketteler: also that the Emperor

now authorises Li Hung-chang to sign the peace conditions.

The news of the Emperor's departure from Isianfu is not confirmed.

THE ALLEGED ILLEGAL ARREST

AT SHANGHAI.

Kung Chan, who it will be remembered was stated to have been illegally arrested at Shang- hai, came before the Mised Court there on the Lith inst, to prove the illegality of his arrest. The case, after various questions had been put by the Assessor (Mr. S. F. Mayers) and ans wered by Kung Chao, was remanded to the 16th inst.

TIENTSIN NOTES.

All gates between the Tartar and Chinese Cities, Peking, remain open day and night. The outer gates of Peking are closed from 7 p.m to 5 a.m. except for messengers.

Prince Ching is stated to have obtained some 5,000 bags of rice from the Military Authorities in Peking in order to dispose of it at a low rate to the poor.

The Chik Pao states that the British are enlisting Chinese solliers in Tientsin City, Lut not in large numbers. We expect they are really military police.

The Chin Pao has been enlarged and there. hy increased, its capacity to be really a news paper. We trust it will make some effort to live up to its profession.

Chinamen in the streets of Peking after clark. are obliged to carry a lantern; to be able to give satisfactory reasons for being out; and are not allowed to walk about more than three

We learn that a serious mishap occurred, at the Pei-lang Ports when a salute was being fired in honour of the New Year. A Chinese gun exploded while being loaded, killing six men. They were buried at Tongku. We believe several more were wounded.-P. & T., Times.

Those critics of the British campaign, in South Africa who affect to regard with exceed ing horror the stringent measures adopted by the authorities for the suppression of the rebel- tion, will be interested to read the following report issued by Sheridan, their famous genemi, at the time of the Civil War :-

Woodstock, Va., 9 p.m. Oct. 7, 1864, Lieut-General U.S. Grant, I have the honour to report my command at this point to night, I commenced moving back from Port Republic, Mount Crawford, Bridgewater, and Harrisonburg yesterday morning,

This destruction embraces the array Valley and Little Fort Valley, as well as the Main Valley.

If the extract quoted indicates nothing else, it goes to show that warfare in 1864 was no more than now one of the gentle arts, and that rebels in the year of grace 1900 are no more Justified in expecting kid-glove handling than they were in Sheridan's days, We do not seek to condone certain specific acts on the part of British troops to which ex- ception may justly be taken; it is merely certain general principles which must be recognized in connection with the so-called barbarities perpetrated by our troops.

Egerton, the acting Colonial Secretary, slates that the imports amounted 10 £24,250,000 or an increase of 13.4 per cent. on 198, and the exports to £21,250,000, or 16.9 per cent. more than in the previous year. The coal imports were a record, 45,000 tons nore being received from the United King- dom, and 18,000 tons more from Japan (that Country's total being 281,000 tona, or more than half the total import).
