In reply to your minute of 21st inst; inform- ing; me of the recommendation of the Sanitary Board that watering carts should be used for watering the lower level streets of this Colony, I am directed to inform you that H.E. The Governor has approved of the proposal. I am, therefore, to request you to order four carts from the lowest tenderer, as recommended by the Board."

CHARGES AGAINST THE KWQNGSAL HOSPITAL (From Our Own Correspondent.)
CANTON, January 1st. Yesterday the streets in the neighbourhood of the Kwongsai Hospital were well placarded, and agents from the hospital were busy trying to remove the placards. The placards accuse the managers of the hospital and some gentry in Shun Tak with trying get possession of sonte land in Shan Tak which does not belong to thom. The land in question lies along the diver banks in the neighbourhood of LungShan, and contains 35 king, or about foo English acres and is very valuable. For years this land has been under gultivation by the people in the vicinity of Lung Shan, and no question of ownership has been raised. Now, however, the Kwongsai hospital and gentry of Lung Shan say that this land lies outside of the boundaries specified in the deeds and has been acquired by building dikes along the river. The cultivators of the land have paid little or noiling in the way of taxes. Now the gentry, want to get control of this land and increase their revenues. Many of the directors of the hospital belong to Lung Shan.

Apropos of what I have written on the sub. ject of robberies is the despatch which Acting. Viceroy Tak has sent to the Consular body, It is as follows." I have the honour to inform you that the districts of Kwongtung are full of robbers and pirates, and the frequent occur. rence of robberies has caused great injury to the native as well as to the foreign merchants, However, since I have constantly strengthened the search parties, these ruffians seem to have somewhat lessonedfin boldness, but have-not yet been entirely rooted out. I have now given orders instructing the officials to have them all cleaned out from every yillage in the province. I fear that when these bad characters are hard pressed by the search parties, they may try free themselves by joining the Christian' missions so as to obtain protection. The missionaries are not to interfere when they are not fally aware of the characters of the persons in question, as it will not only offer them encouragement but will give some excuse to the officials and search parties to evade my instructions, and they will be less likely to do their duty faithfully. The result will be that the merchants will suffer endless injury.

Chinese Constable No. 164 gave evidence. He said that he arrested the defendant on the 21st December for having opinny in his paisession without a certificate. The man was sent to gant for the, offence and was re-arrested on his coming out of gaol for being A reinber of the Triad Society. Some papers relating to the Triad Society were found in the defendant's box along with some opium.

Very little fault can be found with what is seen on the face of the above despatch. But it rather points to the inference that an altemp. wil be made to get some of the Christians into trouble. It is well known to the Viceroy that Jpur. since the troubles began, the missions have all refrained from receiving any one into the Church and this policy will be continued for some months to come. The search parties will have ample time to catch all the ruffians before it will be possible for any of them to find refuge in the Church.

At the Sanitary Board meeting to-day a letter from the Colonial Veterinary Surgeon, dated 17th December 1950 was submitted in answer
a report to the C.V.S. by Inspector Watson of the 17th December to the effect that he (the Inspector) saw blood in one of the swine pens when the Cattle Depots were opened on the 17th and he traced it on the top of the depoi gate, on top of enclosure wall, and on outside of retaining wait, ile also found that a pig, owned by Chau Ki Pak, butcher, Sheng tong sui, was missing. The pig weighed 163 pounds and was bought for $18.24. He had informed the police of the theft.

The Annual Meeting and Tea in connection with the work of the Seamen's Mission in this port was held on New Year's Eve in the Sailor's Institute, Kowloon. The Bishop of Victoria presided over a crowded attendance, which included many local supporters of the Society (clerical and lay) as well as a goodly number of seafaring folk from both the Merchant Service and the Royal Navy. After a substantial tea had been enjoyed, an adjournment was made to the supper-raoin, lie capacity of which was taxed to the utmost.
