In replying to the toast of" The Anny, Navy, and Reserve Forces,"--Mr. Goschen, who was "cordially" received, said that during the last few days the minds of most men had been turned to the personnel of the Navy. London lod been celebrating the exploits of the Naval Brigade. (Cheers.) It had oppertunities of seeing samples of the men whom the Navy torn out. But whatever attention might be given to the personnel of the Navy, the Lords of the Ad- miralty could not for a moment forget the care necessary to be bestowed apou the material of the Navy, Hesus assembled before his he manufacturers of armour plates and all those engines of war upon which the security of the country so largely depended, and his thoughts strayed amongst all the terrible complications which surrounded the physical and scientific problem with which his audience and the Ad- wiralty had to contend-upon erosion muzzle- velocity, upon the Krupp process in the harden- ing of armour plates, on the wheel and screw, and other such questions. The Admiralty Ind to find their way through such problems, and they counted upon the energy, industry, und inventive power of the men who were gathered together in that. Institute as iron masters, as manufacturers of steel, and as scientists to press into their tanks the chemists, metallurgists, and others acquaintl with those mysteries which they were trying to solve. They had, as they knew, formidabile competitors. Every country was trying to tread upon our heels in these matters. They had a formidable competitor in Herr Krupp. They had other formidable com. petitors at Creusot, and would also have others in the United States. But he relied upon the inventive genius and pertinacity of English manufacturers and scientific men to secure that we should not be left behind in this race, suc cess in which would affect so vitally the in- terests of the nation at large. He hoped that science would go hand in hand with industry to tap the secrets of mature and insist in that preparation which, it was sad to say, must be made for all eventualities. The right hon. gentleman proceeder to refer to the criticism which had been made in Parliament upon pur guns. He feared that they had suffered in reputation because of his want of power of expression when describing their scien tile excellencies. If there had been hesia tion in his language, there had been none | Chanelhuri, M, N, in his conviction of their good qualities. He then referred to a speech made by M. Chaudin-Collie, Mrs. J. A.

, a steel manufacturer, in the French Cham ber with respect to some ammunition service trials on British ships, which this critic had mistaken for trials of the guns themselves. The Frenchman had declared that out of six. teen wire guns tried on these ships three bad barst and ten had their parts started. The whole story was a fable. Not one single gun had burst of started. It was thus that the reputation of our guns was more or less des- troyed. The broad charge brought against British guns was that they were deficient in and on that account inferior to

muzzle velocery depended upon two factors Frenchguns. --the velocity and the weight of the projectile. But the consideration of the weight and the projectile had been omitted in the whole of the controversy. The question was, which was the better to have much velocity at the nuzzle with a that trajectory, which was its consquence, bat with a light projectile, or to have a lesser muzzle velocity, but a heavier projectile, and greater impact and destructive bursting charge when it struck. With the good shooting of our naval men we could afford to have a lesser muzzle velocity, in order to hit harder than the French. There was no deficiency in our guns They were deliberately constructed to hit hard. Froin the moment of leaving the muzzle the English projectile commenced to be superior to the French in energy. Of course, it was alla question of compromise, and in order to show that the French were by no means agreed that they had adopted the wiser system he quoted from the Marine Francaise a severe criticism of the course ad- opted by the French Minister of Marine. He maintained that at the distance at which torpe- does would compel ships henceforth to 8ght our guns would be superior to be French. He expressed a hope that our artillerists and scientific men would seek to probe this matter to the bottom, but it said something for the wisdom of our system that it had been followed by the United States, Japan, and other countries, which had increased the weight of the pro- jectile irrespective of the decrease of muzzle velocity. The system adopted by the Ad- ialty rested upon the best scientific know. ledge at their command. But they felt that they must not stand still. They appealed to English manufacturers and all who were able to assist, whether as regarded

.guns, or explosives, to place their ur-plates, practical knowledge at the disposal of the Government for the the improvement of our weapons of defence and offence. The Admiralty did not think they had reached perfection in any way. The above Steamer having arrived, Cou signees of Cargo are hereby requested to send in their Bills of Lading for Countersignature, And to take immediate delivery of their Goods from alongside.

Carga impeding the discharge of the Vessel will be landed and stored at Consignees' risk and expense.

of the NORDDeutscher LLOYD, HE above named Steamer having arrived, Consignees of Cargo are hereby informed that their Goods, with the exception of Opium, Treasure and Valuables, are being landed and stored at their risk into the Godowns of the Hongkong and Kowloon Wharf and Godown Company, Limited, Kowloon, whence delivery may be obtained.

Optional Cargo will be forwarded unless notice to the contrary be given before NOON, TO-DAY.

No Claims will be admitted after the Goods,

have left the Godowns and all Goods remaining undelivered after the 4th July, will be subject to rent.
