RUSSIA IN KOREA..

THE MASAMPHO BARGAIN, WILL JAPAN MAKE A COUNTER-MOVE? In a leading article touching the recent acquisition by Russia of the important harbour of Masampho, in Korea, the Times of May 25th commented as follows :

tions fall on deaf ears. There are some stales. men who regard Russia as a mere bugbear, others as a bully too powerful to be meddled with. The former ignore, the strategical danger to the Indian Empire when it will be hemmed in between a Russian sed Persia on the west and a Russianised China on the east. The latter are blind to the fact that while Russia has no ports or coaling stations in the China Sea she is helpless. Meanwhile we are standing by and allowing, ber to mature those naval preparations which will one day be utilised to our detriment. The time must come when the most long-suffering of Govém ments will have to put its foot down. What would be comparatively easy now may be a task of overwhelming magnitude then.

It, was stated yesterday in, the House of Commons by Mr. Brodrick that the assurance given in 1886 by the Russian Goverment to abstain from occupying any territory in Korea was given not to this country, but

to another Power. Therefore, he added, there is no ques tion of a release being given by the British Government. The alternative policy of Japan was to claim a station on the island of Cargodo or Ko jed The Russian plan was then modified. A position within the treaty limits was ac cepted, but was coupled with insistence on the demand that no other Power should be allowed to obtain a footing on Koje-do. This is, as our correspondent maintains, a restraint upon Korean' sovereignty which may easily be translated in accordance with Russian precedents, into a right of reversion that would be a grave menace to Japan. It remains to be seen whether or not the Japanese will make any immediate counter-move, but the game that is being played at the Korean capital is evidently a long and a complicated one. Mean while the Russian Press is in a very bad temper at the comments in this country on what is happening in Korea. From the account given by our correspondent at St. Petersburg of an article just published in the Novot Fremya, that journal would seem to have become almost inarticulate in its age. Ignoring the point which might be made by a sober-minded critic that the newly-acquired station being within treaty limits is perfectly defensible whatever. may be said of other incidents of the policy in which it is only one element, the Nove Pre- myr raves over the wickiness of items to bring about a quarrel between Japan and Russia, protesting that Russian policy has never been a threat to any other Power, that Kussia carries the torch of enlightenment and jastice throughout the East, that she has none of England's rapacious desires, and does not, like England, suck the life-blood out of her Colonies. Such rant as this does not indicate a sense of conscious strength. The warning to Japan against the danger to a sea Power of engaging in a conflict with a land Power is pointed by a reference to our difficulties in South Africa, of which, net being aware that our Navy has lost any of its pre-eminence, we fail to perceive the relevance. To suggest that the engagement which was the consideration for our retirement from Port Hamilton has become null and void by the occupation of Port Arthur by Russia and Wei-hai-wei by England is a crowning absurdity.
