According to the present situation we may expect war to be declared in a few days. All railway communication with Peking has been stopped for four days now. An ultimatum has been sent in by the Powers, and the railway will be promptly taken over by the Powers. The Chinese (overnment have issued the following Edict which you will see is really the most defiant they have issued, as it virtually places. Boxers and converts on the same equality, and gives direct protection to the Boxers. Gen Sich is supposed to have made same stand against the Boxers who were burning the line here, and evidently had some sort of encounter as some of his men passed through here wounded. But he has been ordered back to Lutai, and the Chibli forces are strongly condemned for not discriminating and for having attacked "good subjects." +

The Viceroy here has also been denounced, he seems panic struck and has evaded a 1 re- onsibility. Tientsin is full of foreign troops, stretchers are being made, provisions laid in, and every preparation made for a campaign

I now have to propose as representative for this Chamber in the Legislative Council, during the absence of Mr. Whitehead, Mr. John Thur burn, (applause)--Manager of the Mercantile Bank of India, and I feel ibat it is not neces sarry for me to say more than a few words on his behalf. Mr. Thuilurn has been in his present position here for over twenty yeafa and is well known to you all. He has taken part in various commissions Instituted by the Government, and has, otherwise shown his interest in public matters on various occasions. He will, am sure, speak out and to the point in Council, when he sees the neces sity of doing so. My long experience on the Committee of this Chamber, and the interest I have taken in its proceedings I think entille me to an expression al opin on--which is, that the present status and influence of this Chamber is due to its pro- ceedings having been directed altogether by responsible, men engaged in cominarce. Lam strongly of opinion that the plain anvamished tale of a commercial man will do more to fur- ther your interest in the Legislative Council than any amount of rhetoric, and I, therefore, have now much pleasure in proposing, as your presentative for the time being in the Legis lative Council, Mr. Johu Thurburn, (Applause.) Francis the Chamber would have one whose natural cloquence and acquired logical training peculiarly fits him for the position for which I have the honour to solicit your votes. With the extremely limited popular representation which is vouchsafed to this colony it is all the more important that the Climber's representative should be the best man to be got in the colony, He should be strong, thorough, honest and earnest in his solicitude: for the public weak He should give hearty support and encouragement to the Government in all their efforts for the amelioration of the social and commercial con- ditions of this colony and should equally and fearlessly record his dissent should any action be taken contrary to the views of the com- munity, and finally that he should be quick- witted, inciful, eloquent.
