Wo published a letter yesterday from Colonel Bertie, Commanding the RW. Fusiliers, pointing out that the statements made by us in Wednesday's laste regarding Weston, the desenter werd. incorrect. At the same time we Explained how this information had reached us. We have now ascertained from reliable kad Colonel Bertie, wlio has been travelling through Japan recently on sick leave, whilst at Nagasaki, was approached by the leading members of a certain firm there to exercise his military authority and effect the arrest of desciter from the R. W. Fusiliers, who had been passing under the name of Mr. St. Clair, and by representing that he was an officer of the American Navy, hud swindled several people by inducing them to fend him money.

Mr. St. Clair, however, by means yet un known, managed to elude arrest, and began to exercise his apparently persuasive powers with not a few people here. In one case, he shewed his papers as an American Officer, and said he had just been invited to figin with the Officers of the R. W. Fusiliers.

To The Edirin or Tun HoraKoNO TELEGRAPH," DEAR SIR-The immediate effect of the muddling and mismanagement of the war in the Crimea was that a wave of anger and 'disgust nose that swept a ministry, out of office, but as comparatively few of the people could reall, and fewer still exercise the franchise, a sustained interest in politics could not be expected.
"There has been mudding enough in the present war, and it remains to be seen in what' way and what spirit the people of the British Islands will set about amendment there are two factors which were absent in 1855 which will have an immucase influence in deciding the military system in the future, the first is that now very, few of the populace are alto gether illiterate and they not only can, but do read with nvidity anything of public interest, as is evinced by the enormous increase and circulation of newspapers of all classes, also weekly and monthly periodicals; the control of information and opinion has passed out of the power of the squires, parsons, and bosses
of labour. It is true that the educational and electoral systems are by no means complete, but what has been done has shifted the power. of control to a more enlightened democracy than has ever dealt with a great national mat- ter before. It is often assumed that newspapers print what suits the proprietors and culitors, and so would mould and form the opinions of their readers. It is much truer to say that the newspapers have to follow the opinions and tastes of their readers, the stupid party rancour that used to fill up many columns of the great dailies a few decades since has all but dis- appeared, their readers would be neither interested hor amused if their papers were to fill their columns with abuse of an opposite party simply because it was an apposite party, and the silly personalities so frequent then have given place to a non-tancourous banter.
