A Costly Asylum.
The Middlesex County Council are about to build a new lunatic asylum at St. Albans at an enormous cost. The site has cost £50,000, and the whole building will ultimately cost £358,100, but for the present only a portion, at a cost of £247,000, will be erected. The building will accommodate 1,152 patients, including roo paying ones, and 66 attendants, and the total cost works out at 413 per patient as against £196, in the Isle of Wight and (zro at Bexley, The cost of several of the Metropolitan Board Asylums, however, has been over £500 per head.
The Prince of Wales.. An interesting, but hitherto unreconded inci- dent, occurred in connection with the arrival of the Prince of Wales at Sandringham, the day after his return from the Continent. Near the Norwich Gate entrance to the grounds at Sandringhania crowd had collected. A sturdy contingent detached from this gathering went along the road to Wolfertan, and his Royal Highness, who was chtirely unaware of their intention, was stopped some distance from the Norwich Gate and at once gave good humoured consent to a respecful request that he would permit them to draw his carriage. The horses were removed, and the contingent, taking their places, draw the carriage in triumph to the door of York Cottage, whither the Prince of Wales was bound.
Russia's Activity,
The steamers of the Volunteer Fidel leaving. Odessa for Russian ports in the Far East have of late, says a Moscow correspondent, been exceptionally, taken up with Government freights, largely, for Pon Arthur. The last steamer to leave, a boat of some 4,000 tons register, had a cargo almost entirely destined for Port Arthur, where the commercial Interests of Russia at present aro of the slightest. Mer chants are complaining that goods which hitherto have found room on the ships of the Volunteer Fleet without unreasonable delay ars now left lying for as mitch as two months in the warehouses before the steamers, owing to the Government's first claims, can And space to ship them."

having arrived from the above forts, Consignees of Cargo are hereby informed that their Goods are being landed and placed at their risk in the Hongkong aud Kowloon Wharf and Godown Company's Gedown at Kowloon, where each consignment will be sorted out mark by mark and delivery can be obtained as soon as the goods are landed.
Optional goods will be carried on unless instructions are given to the contrary before Noon, TO-DAY.
Goods not cleared by the 30th instant, will be subject to rent.
No Fire Insuranes will be effected.
