then a panic at the protest of the Trusts, and then accept a compromise which settles nothing in principle, and may take any form, as the result of the action of the Committee of Conference between the two Houses. While Mr. M'Kinley is thus harassed there are signs that the passage of the Gold Standard law has strengthened Mr. Bryan by attracting to, him many who were hightened away while he possessed any power over the Silver Question. To Mr. Bryna's growing strength, and profit by Me M'Kinley's waning prestige is doubtless, the motive of those who are using Admiral Dewey. Not being a hardened politician, he must be hurt by the levity and opposition with which his announcement is received.
TROUBLESOME TOMMIES.
Friction between a battery of Royal Garrison Artillery, among whom, it is said, are a number of Irishmen, and the Munster Fusiliers Militia has led to somewhat serious consequences at Fort Brockhurst, Gosport, one of the defences of Portsmouth, where they are stationed. Matters assumed such a serious phase on 2nd alto, that the Militia, who jeered at the anti- Jerymen, where addressed in terms of admoni tion by their officers. In the evening, when must of the officers were absent from the fort, the Militiaen smashed over 300 panes of glass, io chairs, a number of tables, and vari ous crockeryware and utensils. Officers were hastily summoned back to the fort, and, with the aid of men brought from adjacent ferts to do picket duty, restored something like order. The sentries at the fort were strengthened on 3rd inst. Over 100 of the rioters will be court martialled.

London Chamber of Commerce to Lord Satis- bury, in which the hope is expressed that special measures will be taken for the protec tion of Britials interests in the West river. On Aug, 22 last year the Commander-in-Chief on the China Station telegraphed that H.M.S. Tweed had been taken from reserve and sent to patrul river with the Sandpiper, and offering. if necessary, to send a torpedo-boat as tender lo Tweel. Then there is the petition of the Hong Kong merchants to Sir Henry Arthur Blake, GM.G, showing the serious losses sustained through piracy. In transmitting it home, Mr. Bax-Ironside remarked-

A few weeks later Mr. Bax-Ironside informed. the Foreign Office that Mr. Waters, instructor at the Whampoa Naval and Military School, has forwarded to the Viceroy, through the Consulate, a Memorandum of a further scheme for the sup- pression of piracy. He proposes to lorm ́n flotilla of five of the torpedo-boats now lying idle at Whampoa under the joint command of himself and a Chinese military official. The boats are to be thoroughly armed and manned, and will constantly scour the waters in quest of pirates. A well-paid staff of informers will also be required. This scheme, which the Viceroy is said to have taken up with consider-Guillanmat, Capt able interest, unfortunately appears to run some risk of falling through, owing to soine jealousy which exists against Mr. Waters.
Subsequently Vice-Admiral Sir. E. Seymour sent to the Admiralty the following memor- anduon :--
I quite concur with the Commodore that the duty of policeing the river cleaily belongs to China, but it is duty which, so far as I can learn, has never been properly carried out. A strong representation by Her Majesty's Minister at Peking to the Tsung-li. Yamen, to urge them to fulfil their obligations in this respect, may have some effect.
The evil is the result of long continued apathy (if no worse) on the part of the officials, from the Viceroy down to the local Mandarins, and may take sometime to remedy, but there should be no insuperable difficulty in suppres. sing it, if a serious attempt is made by them to
do so.
The Sandpiper, which was specially com .missioned for duties in the West river, has been constantly patrolling since the end of February last, and her presence, undoubtedly, has a good effect, but little can be done by her alone if the Chinese themselves do not make strenuous efforts to check pimey in their own waters. When Nanning is opened to trade, am of opinion we should have a second vessel On Nov. 22 the Commander-in-Chief on the China Station was directed to forward a scheme for the establishment of water police force. On Nov. 25 the Foreign Office wrote approving the proposal of the Governor of Hongkong to invite the Viceroy of Canton to assist in freeing the river of pirates.
