The steniner Meile, built by Messrs. S. G. Farnham & Co, Ld, for Messrs. Melchers & Co., the first of the steamers built for them for the Lower Yangtze trade, was launched at the Cosmopolitan Dock, yesterday afternoon in the presence of a large gathering of the German community, with a considerable proportion of ladies, and a few foreigners of other nation nilties. The party were taken down to the dock in the N.-D. L. tender Bremen, and immediately. their arrival proceeded to the platform at the the Afelice, where Miss Lulas Korff, the three-year-old daughter of Mr. A. Korff, the head of Messrs. Melchers & Co.'s firm in Shanghai, christened the steamier with the in evitable bottle of champagne, and the very clearly-pronounced sentiment

A PUNJOM LAW BUIT.
HUGHES, BAILEY.
The civil action brought by Mr. W. Kerfoot Hughes, the Punjom manager, against Mr. Seth J. Bailey, recently accountant at Punjom, and now assistant manager at Kechau, was disposed of by Mr. Hume, the district magistrate, the other day. The plaintiff's claim was on twa beads: Szoo, being amount of unauthorized "Christmas presents" made by defendant to Mossrs. Whiting and O'Brien, Punjom em ployees, in December last, out of the company's funds and $203 odd for return passage money to America paid to defendant in order that he may go back. Mr. Bailey did not leave the East, and Mr. Hughes claimed a refund of this money, judgment was entered for plaintiff for the $200 claimed under the first head, while the claim for refund of passage. money was dismissed.
JAVA TEA.
The Natal Disloyalists. It is reported that there is danger of the dis- loyalists in Natal escaping punishment. The loyalists of Natal are in consequence excited.
Alleged Army Contract Scandals.
Mr. A. J. Balfour has agreed to the appoint ment of a committee to inquire into the alleged urmy contract scandals if the Crown law officers decide to prosecute, -
The Opposition and the War.
March 27th.
The Standard-states that the leaders of the Opposition now recognise that the extension of British sovereignty over the whole of South Africa is the only possible settlement of the South African problem. They recommend, however, the Standard continues, that the Transvaal and Orange Free States should be converted into self-governing colonies after annexation.
The Situation in the Free State.
The assured loyalty of the Free State Boets who have submitted, and the absolute security of the British rear, are requisite before Lord Roberts will advance from Bloemfontein. The army hopes that the Boers will fight at Kroon- stad, where they are now massed. The posh tion is not naturally strong, and the plains beyond render pursuit easy.
Estimated Boer Losses.
The Times publishes this morning an estimate of the Boer, losses in the campaign and of their present strength. The journal states that a moderate and trustworthy estimate is that 2,000 Boers have been killed in action, and that their total casualties, exclusive of several thousand Free Stats burghers who have returned to their farms, are 15,000. As to their present strength the Times says that in any future engagements the Doers will not be able to muster more than 30,000 men. Many Transvaal burghers, it reports, doubt the utility of further resistance.
The Motherland and The Colonies.
Mr. T. Brassay has issued a circular to mem- bers, of the Liberal party on the effect which the war will have on the relations between the motherland and the colonies. Mr. Brassey urges in the circular that the war has advanced the question of Imperial federation, Inasmuch as it has caused the colonies to participate in the burdens of the Empire. The federations of Canada, Australia, and South Africa, will be important units of the Empire shortly, and there will then be straplified the creation of an Assembly wherein the colonies. will be repre sented. Such an Assembly would deal with the foreign relations of the Empire and with the military and naval expenditure. If the Assembly was thus created, the granting of Home Rule to Ireland and other portions of the kingdom on local questions would be facililated.
Miscellaneous.
The Times says that the reply of Russia is perhaps the unkindest sent by any of the Powers to the Presidents' telegram. It acid- ulates the Platonic sympathy, which Russia bears to the republics by an intimation that the Presidents had looked for help the wrong way, but that if they had looked the right way it would have made no difference.
The Colonies and Peace. The joint cablegram sent by the Australian colonies to Mr. Chamberkin, stating that peace should not be concluded on terms other than the absolute supremacy of Great Britain in South Africa, is the Times states, 2 further -blow-to-the-sympathisers of the enemy.

PROJECTED SAILINGS,
The Boers are massing in "entrenched posi tions on the Biggarsberg in Natal. Their air clerks to fame of shipping firme tu give orders to baggage and their waggons at Newcastle are packed in readiness for a retreat to the Trans- van. It is reported that the enemy's big guns which had been placed on the Biggarsberg have been removed. The Daily Telegraph states that 20,000 Free State burghers, under Comandant de Beers, a resident of Harri- smith, are guarding the nine passes of the Drakensberg.
A Reconnaissance.
On Monday a reconnaissance was made Bradfort, which is 35 miles to the north of from the Glen Camp on the Modder towards Bloemfontein. The 10th Lancers engaged in a skirmish with the Roets and drew them into the open. The 9th Lancers then tried to out dank the enemy, but were not successful. On the side of the British the casualties were few.
Action at Ladybrand, Lieutenant-Colonel T. D. Pilcher, with a small force on Monday, drove in the Boer out- posts at Larlybránd, and captured the Land. drost. Afterwards Lieutenant-Colonel Pilcher retreated in good onder on the main body of the British operating in the district.
Racial Susceptibility. Owing to the racial susceptibility of the Free Staters, the Cape Police have not been sent to io duty in the State, but have been retained south of the Orange River.

Writing on the above subject the Batavia correspondent of a Straits contemporary says Tea planters in Java rejoice at the progress in the cultivation of the shrub there last year.
