There was a scene of loyal enthusiasm in the Domaion House of Commons at Ottawa, when with only ten dissentients in a Hou of 139 unpaired members, approval was expressed of the Government's policy in sending a Cana dian contingent to assist the Imperial forces In South Africa. Sir Wilfrid Laurier once again rose to voice the feeling of the country, and in A speech of passionate conviction declared in favour of the justice of the war, Fer my part I am fully convinced, in heart, and conscience, that there never was à juster war on the part of England than the present one." After review of the refusal of the Transvaal to grant the rights of franchise to tax-paying Outlanders, a principle which was sacred in the United States and Canada, which, like the Transvaal, had opened the doors to foreign settlers, Sir Wilfrid proceeded. "It will be to the eternal glory of England that, instead of preparing for war fast summer, that war found her practically unprepared. Mr. Kruger had been preparing for years for war, buying ammonitions, accu- usulating provisions, importing European off cers, and drilling his people; and when the time came, and he thought he was ready, and he issued his insolent Ultimatum calling upon England to give us her possessions in South Africa. England was found absolutely unpr. pared, and consequently had to submit at the cut bet tu successive defeats. What we did we did of our own free will, and as to future wars 1 have unly this to say, that if it should be the fin or due people of Canada at a future stage to take part in any war of England the people of Canada will have their way. Of course, if our future military contribution were to be considered compulsory-acondition which does not exist→ I would say to Great Britain, "If you want us to help you, call us to your Councils." The people's hopes in the contingent of aen they had sent out had not been disappointed. Their volunteers had shown themselves worthy of lighting in the front rank with veterans, and their herosim had made the hearts of those at home swell with the proud comciousness that they were showing the world that "a new power had been born in the West That was a great deal, but there was more behind. The work of union between the two races in Canada was not yet complete, but he was con- yinced that it would be hastened by what was happening on the South African vell. There was no bond of union as strong as that created by comaton dangers shared in common. Men representing the two branches of the Canadian Lyly were nos fighting side by side in South Africa for the honour and fame of Canada. Already some had fallen, and had leen buried in the same grave. "Can we not hope that in that grave shall be buried the last vestiges of our former antagonism? If such shall be the result, we can indulge that hope, if we can believe that that grave shall be buried these fortner contentions, the sending of the Con- tingent would be the greatest service ever rendered to Canada since the Confederation." St. Patrick's Day will be celebrated at Montreal by the presence of Archbishop Batchesi at a High Mass sung by Mr. Falconio, the Papal Delegate.
A SCHOOL OF TROPICAL MEDICINE.
No better illustration of the practical Im portance of a systematic study of tropical diseases could be desired than the lecture Riven before the Royal Colonial Institute recently by Dr Patrick Manson, Medical Adviser to Colonial Office. Whilst certain diseases are common to the torrid, temperate, and frigid zones; others are peculiar to each, an that the distribution of disauso may be likened to the distribution of plants and animals. The diseases endemic to the tropics, though perhaps less directly deadly than eperlemics are gea
rally more disabling, and of these endemic diseases malaria was the worst. Five million parsons died annually of fever, principally malarial, in British India alone but that figure, heavy though it be, conveyed no idea of the amount of suffering, invalidism, and poverty entailed on India by this one disease. During 1896 among the 176 European officers at the Gold Coast, twenty-five were invalided to Europe and eisevere ten died within the Celony, and five of those invalided died after leaving the Colony in consequence of disease contracted there. Thus between death and invaliding, the services of 28. 4 per cent of the colonial officials were lost to Her Majesty's Government, the death-rate being 85.2 Per thousand. And the Gold Coast was but an average specimer, of our other tropical African colonics and Protectorates. Happily the mystery of the discuse had been recently solved, the case being found to lie not in the climate but in a germ which lived and thrived in Human blood and was transferred by the praboscis of the mosquito. The sufferer had therefore to be isolated and guarded from the mosquito till the germs in his system had been destroyed by quinine. The Colonial Office was now having malaria studied on the spot in South Africa, and he called for patriotic sup port for the London School of Tropical Medi-

Such breaches of the recognised usages of war and of the Geneva Convention are a disgrace to any civilised Power," A copy of this telegram was also sent to England with a request that it should be communicated to the neutral Powers, As it has been reported quité erroacously that Dum-Dum bullets have been used on our side, it may be explained that the expanding bullet known as the Dum Dum was so called because invented by an officer stationed at Dum-Dum, the military cantonment near Calcutta A writter in The Times says that though no ammunition loaded with the so called 'Dum- Dum bullet has been supplied to the troops in South Africa, large quantities of other am- munition of the ordinary type, with butlets non-expansive and non-explosive, are made at the Indian factory. As the wooden cases and packages in which this ammunition is packed. probably bear the name of Dum Dum, it is perhaps not unnaturally, though quite in- correctly assumed that all this ammunition is of the Dum-Dum or expansive bullet type..
