NOTES AND COMMENTS.

RUSSIA AND COREA, What with the Russian Loan to Corea and the general activity displayed by Russia of Singapore.te with regard to her relations with the fatter country during the last few months, it is easy to see that she wishes to get Corea under her thumb in the same manner as she is attempting to gain control ́of Persia. Į The news wired by our Yokohama Cur- respondent, which we published in our Extra to-day, shows that Russia is once more active SPOON COMPETITION. and is pushing the wedge still further into "O-MORROW (SATURDAY), the 31st Corea by means of the demand now put for

instant, at 2.45 PM,

ward for a concession at Masamphu. Ranges.--700 and 800 yards,

will be remembered that this concession has been upon the tapis for some time past but that hitherto the Russians have failed to obtain it owing to the fact that certain GENERAL MEETING of the ASSO.Japanese had quietly bought up the land in question and the Emperor of Corea was quale, however willing he might have been,

GENERAL MEETING.

t

A LADIES' PETITION, we think, if the authorities were to trace to its before retiring. A strong force of Jurer whatever inforniation was lodged with

Boers, presumed to be Commandant.

The Hon. T. H. Whitehead presented the a view to getting the British authorities to move. Is seems quite on the cards that a Olivier's commando, subsequently following petition at yesterday's meeting of the very daring attempt has been made to put occupied strong positions in the Legislative Council and gave notice that he would bring forward a motion concerning the the same time embroil us with the Chinese neighbourhood. It is believed their appointment of a committed to enquira into the Government. If, as seems likely enough, retront towards 'Kroonstadt is inter-price of food stuff. The petition was signed. KWONG was actually lured into the copted and that a battle is impending. by 152 ladies. Hongkong, 13th March, 1900,

the British Authorities off the scent and at

here in Hongkong and taken' straight on board one of the big Chinese cruisers which were lying in Kowloon Bay for several day's prior to the alarm being given, then a useful purpose might be served by using the wires with a view to having a very close watch kept us the movements etc, etc., of the cruisers iù question.

Some years ago a daring attempt was made by the Chinese Government to kidnap an alleged political offender in this Colony and it led to very heated official controversy. Is there any reason for believing that the Chinese Government is now more 3 grave likely to scruple about such breach of international usage than it was a few years ago? Probably not; other wise it would not have despatched from Camon numbers of armed ruffians to this and neighbouring colonies, including Singa- pore, for the sole purpose of killing or cap- to dispossess them if their titles. Now in-uring men whose only offence, if such it can deed, one may say that Corea is between be termed, is loyalty to the legitimate occu- pant of the Dragon Throne. This loyalty to the Devil and the deep sea. On the one hand is Russia, to whom she is bound the Emperor Kwong St the Dowager is by financial ties, and on the other, Japan pleased to regards as disloyalty to her, to whom she practically owes her present goodsell. That, however, is no reason independence. Russia wishes to absorb why the Great Powers, or any of them Corea and Japan, although perhaps not should agend to a usurper the con: MY INTEREST and RESPONSIBILITY willing to assimilate the country, is most sideration due to a "crowned head.

Russia as a emphatically opposed to neighbour in Corea. What can Corea do? We think she can only submit to one or the (413h other of the Powers concerned, for she is not strong enough to protest, ahd to which- ever que she turns she is hound to offend

VESTERDAY we reported a piece of pretty cool impudence but to-day another case came to light which can-go- one better. It is generally supposed that the Captain-Superintendent of Police and the Chief of the Detective Staff could be sure that their property would be safe from molestation at the hands of the pilfering Chinese boy, but this has proved to be not the case, as yesterday it was discovered that the boy employed by the Hon. F. H. May, C.M.G. Acting Colonial Secretary and formerly Capt. Superintendent of Police) la robbed him of ́his revolver and some guid jewellery. The boy was subsequently caught at the pawnbroker's with the articles in fuis possession. He has moreover confessed that he was in league with the boys working for Mr. Mackie and My Hansen. All three boys are in custody. For some time past they have been perambulating the streets in silks and raiments of fine linen,

THEATRE ROYAL

Dr. Hartigan said he did not wish to oppose the postponement but would like to speak on one subject, that was the food supply of the Colony, Mr. Ladds said that during the last five years the prices of food had risen 100 per cent. In the speaker's opinion the Government were partly to blame for this as they charged $75. $50 and $70 a month for a stall in the market measuring six feet by three. This gave the prices. The cost of the we derived from it siall holders a plausible excuse for raising their

about $4,000 while the rents

were $24,000 per annum, sufficient to pay for the market twice over. Mr. Ladds, in his, report, said that there was a large unsatisfied demand for vegetable stalls in the market, while in another part of the report, he says, that owing to the overcrowded state of the market hawkers had greatly increased, and continues that they threw their vegetable refuse into the. drains. He could vouch for the truth of this statement. It seemed to him that Government were giving these people an excuse by not providing them with suitable accommodation. Dr. Hartigan after recounting some other grie vances complained of the little notice taken by the Government of the suggestions made by the Sanitary Board. He wished to propose that the attention of the Government be drawn to the greatly enhanced price of things and be asked to find a remedy for same.."

Mr. Osborne in Seconding said that the price of food stuffs was a most important subject especially to the poorer Chinese whom it was their business to protect. Dr. Hartigan had rightly laid great stress on the small results achieved by the Board. It seemed to him as if they were "continually fighting the air." They assembled and passed resolutions but for all the good it did they might just as well have stopped away.

The proposition was put to the meeting and carried:

PROSECUTIONS DY THE BOARD'S OFFICIALS, The Vice President in the absence of the President, proposed That the Sanitary Board hereby depute, in accordance with sec tions 2 and 3 of Ordinance No. 6 of 1900, In spector Lancelot Emest Brett, Inspector John James McMichael, and Inspector Charles Wal- ter Brett, to institule summary proceedings before a Magistrate against any person con travening any of the provisions of the Public Health Ordinance, No. 24 of 1887, or of any bye-law duly made under section 13 of such Ordinance, when so directed by the Medical Officer of Health.ne
