"His Excellency the Govero?” Such is the tittle of the charming modern comedy which is creating such a great success at the present time in London, where it is being performed at the Criterion Theatre. Originally produced at the Court Theatre, this smartly written little piece attracted a great amount of attention, and now, in its new home its popularity bas further increased. The comedy is written by Capt. W. Marshall, who was A. D. C. to H. E. THE SHELL MONOPOLY... At yesterday's meeting of the Legislative Council the Hon. T. B. Whitehead, in moving the resolution reported last night, said that he had asked for the production of this lease in the Council on the 15th of last month. His Excellency then remarked that he did not see anything in the question about a copy of the lease, but that the hon. member could see it if The plague is raging in Calcutta and be applied. He had applied to the Clerk of the Council and had been referred to the Land Office. He submitted that this, was hardly fair treatment to a member of the Council to be asked to go to a Covegament Department when he desires that a copy of a public paper should be laid on the table. On the 23rd November last a Bill entitled "The New Territories Land Court Ordinance, 1899 was introduced and read a first time and was, on the 25th November last, published in English only in the Gazette. The same Bill was read a. second time on the 30th November last, and was referred to the-Law Committee.

4. The Bill considered in Committee on the 15th March instant is in substance totally different Dill from that read a first and a second time and referred to the Law Com mittee, and the Law Committee had so instructions or authority from this Council so to alter the said Bill..
