IT is stated by the Universal Garelle that Sir Claude Macdonald called at the Tsungli Yamén on the 22nd to, to make ocrtain demands on the Government for the racent outrage on the British Boundary Commission on the Yunnan. Burma borders, resulting in the wounding of Mr. Litton, British Consul at Szenno, and the death of two officers. It seems that the Chi- nese authorities in Yunnan had foreknowledge of the intended attack but failed to warn the Commissi n of it. It is not known what the demands of the British Minister were. THE Liverpool lost tells a story that a local firm; being delighted at the idea that one of its employés was called up to join the Reserves, volunteered to pay half his wages to his wife in his absence. At the end of the month the woman appeared, and the moiety was at once given to her. "What?" she said, "Four
The article has been very carefully worked out, the author even going so far as to send a special correspondent down the French coast to take stock of the shipping in the various ports to see if there would be sufficient transport available at a momen's notice to supply vessels for the troops engaged in the raid on London. A diagram is published showing the ships found in each port and the conclusion come to by Mr: STEAD is that it would be possible for the French to plan the raid and despatch their troops without attracting the attention of anybody by the assembling of transporis. The ordinary shipping frequening the ports would be quite sufficient if requisitioned,
Mr. STEAD then goes on to discuss how-pound?" "Yes," replied the senior partner, the matter is to be remedied, and does so in a very able manner, save for an occasional lapse into his "Little Englander" senti ments. He points out that at the present time there is not sufficient attention paid to the equipment of the Volunteers. That at this moment England is solely dependent upon them for her defence, and yet they have no means of transport, not one of them knows what to do for ammunition or food in case of emergency, or even where to assemble. He would like to see the whole of the Volunteers placed upon a proper and businesslike footing in order that they could be called up at a moment's notice should the raid which he forsees ever come about. There is a great deal of plain, common sense throughout the article (which is too long for reproduction in our columns) and we com mend it to the station of our readers.
