The following is the text of the protest, which is dated Bloemfontein, February 3rd "We learn from many sides that, the British troops, contrary to the recognised usages of war, dally destroy property by burning or dynamiting farmhouses and devastating farms and the goods therein, by means of which unprotected

"This happens not only in places where barbarians are encouraged by. British, officers, bat even in Cape Colony and the Free State, where white brigands come out to the theatre of war with the evident intention of carrying on general devastation, without any reason re- cognised by the customs of war and without in any way furthering the operation. We wish earnestly to protest against such acts."
Lord Roberts, in reply, said:
"I beg to acknowledge the honour, of your telegram charging the British troops with the destruction of properly, contrary to the recognis ed usages of war, and brigandage and devasta tion. These charges are made in vague and general terms. No specific case is mentioned. evidence is given have seen such charges made before now in the press, but in po case which has come under my notice have they been substantiated.
"The most stringent instructions have been issued to the Britisht roops to respect private property so far as it is compatible with the conduct of military operations. The wanton destruction of the property of peaceful inhabit ants is contrary to British practice and tradi- tion, and will if necessary, be rigorously. repressed by me
regret that your Honours should have seen fit to repeat this untrue statement that barbarians have been encouraged by British officers to commit depredations. In the only case in which a raid has been perpetrated by pative subjects of the Queen, the act was con trary to the instructions of the British officer nearest the spot, and entirely disconcerted his operations. The women and children taken prisoners by the natives were restored to their homes by the agency of the British officer in question.
I regret to say that it is the republican forces which are in some cases guilty of carry ing on the war in a manner not in accordance with civilised usages. I refer especially to the expulsion of loyal subjects of Ifer Majesty from their homes in the invaded districts-of this Colony because they have refused to be commandeered by the invador. It is barbarous to attempt to force men to take sides against their own sovereign and country by threats of spoliation and expulsion. Men, women and children have had to leave their homes owing to such compulsion.
"Many of those who were formerly in com- fortable circumstances are now maintained by charity. That war should inflict hardships and injury upon peaceful inhabitants is inevitable, but it is the desire of Her Majesty's Government and my intention to conduct this war with as little injury as possible to peaceable inhabitants and private property. I hope your Honours will exercise your authority to insure it being con- dused in sinillar spirit on your side."
In connection with the above it may be noted that on January 20th Lord Roberts issued the following general order through his Chief-of- Staff Lord Kitchener:
"Commander-in-Chief wishes to impress upan all officers who may at any time be in charge of columns or detached commands the grave importance of doing all in their power, by good and conciliatory treatment, to secure compensa- tion for the people of the country in all matters affecting either their own interests or those of In all cases in which supplies of
the troops. any kind are required they must be paid for on delivery, and a receipt taken.
"Officers will be held responsible that sal diers are never allowed to enter private houses or molest the inhabitants on any pretext what- ever, and that every precaution be taken to suppress looting or petty robbery by any per sons connected with the Army.
"When supplies are absolutely necessary for the subsistence of the Army, and the in- habitants are unwilling to meet demands, com manding officers may, after careful personal investigation, and having satisfied themselves that such supplies are necessary and available, order them in such cases to be taken by force, and a full receipt given."

VIENNA, February 1st. The Neue Freie Presse publishes information contradicting the report that the Emperor Menelek is arming against England, and affirming that, being bent on promoting the prosperity of his country, he will only take up threatened. It proceeds to say that at the beginning of the South African war it was suggested to him that he should lay claim to the Budan; to which he replied that he would not Btrike his friendsin the back. It was shortly after wards, in the middle of November, that an English Extraordinary Mission arrived, and was received with great pomp by the Negus. Important conferences took place with which Menelik was so satisfied that he gave the envoys a large number of presents for Queen Victoria. The French and Russian diplomatists were anything but pleased. British influence in Abyssinin is increasing. The Negus will not go to Paris, as circumstances would scarce- ly permit of a long absence from his domi- nions. His whole interest is absorbed by the construction of the railway between Jibutil and Harar. As further evidence of the peaceful disposition, of Monelek, it is mentioned that his confidential Minister, M. He came to this country a few. years ago, Becoming addicted to the use of cocaine, he descended rapidly in the social scale and finally became a Chinatown vagrant. He told the Court one of his college mates named Huff, now of 340 Sansome street, would ship him back to England on a deep: water vessel if the charge were dismissed.
