THE IMPROVED LEE “STRAIGHT PULL" RIFLE.
The British and Foreign Lee Arms Company (Limited) gave on the Sih-ulto, at thefe office, 23. Queen Victoria-street, a private view of the latest pattern of the Lee "Straight Pull" ride; specimen of which has just been received from the makers in the United States. The ordinary Lee Straight Full rifle has for some time been in use in the United States Navy Its claim to distinction lies in the fact that the operation of opening the breech is performed by a straight pull of the bolt, instead of the up-turn" and "pull-back" which are required with the Lee-Enfield. In the Lee Straight Pull tile the breech can be opened and cloied in two movements without taking the rifle from the shoulder. The rifle can be used either as a single loader or for repeating fire, the mago- zine containing five cartridges which are held together by a steel clip and inserted in a pack Ten of these clips only cost a penny but there is no necessity to waste them, and it is quite easy to fit them with fresh cartridges, The rifle can be used as a single loader, whether the magazine is full, emply, or partially charged, and the rapidity which which single cartridges can be inserted is remarkable. In firing, the breech mechaism is very securely locked by the recoil, the bolt having on its under side a recoil shoulder, which, when the breech is closed, lies against a corresponding shoulder in the "receiver." This recoil shoulder being below the line of recoil causes the thrust of the discharge to be slightly downward, thus tending to lock the mechanism still more securely.
The improved pattern of the Lee Straight Full hac fawer loose parts about the breech than the Navy pattern, and an improved ex tractor which works with great smoothness and accuracy. The new clip for the cartridges is also a distinct advance. It is stamped out of single piece of steel and grips the cartridges very simply and effectively. The weapon. though a little heavier than the Navy pattern of the Straight Pull, is still lighter than the Lee- Enfield, and is admirably balance: The pre- sent calibre is, however, only 256in, and pro- bably there would be an increase in weight if the straight-pull breech mechanism were adapted to the 303 Enfield barrel. The cost of producing the new Straight Pull in huik is about the same as the present cost of producing the Lee-Enfield-namely, L4 2s. 6d. per rifle- but it must be remembered that in the latter instance the cost has been reduced from about five guineas, and it may reasonably be aalici- pated that in time the Straight Full will become cheaper. To sum up, the new rifle is certainly a very fine weapon possessing some important practical advantages. But no fair comparison with the Lee Enfield is possible except after a much more prolonged and searching examina- tion than can be made of a single weapon in a London office. The straight pull mechanism appears to be faultless, and it is said that no single case of jamsaing has been recorded. But British rifles have to be used in very trying circumstance, and severe tests would have to be made before experts could be satisfied as to the absolute superiority of the system. To many, moreover, the double magazine of the Lee- Enfield with its ten cartridges, as against the five carried by the Straight Fell, is an advantage not lightly to be relinquished.-Times.
RUSSIA AND PERSIA.
TEHERAN, February 2nd. The consideration promised for the Russian loan is not known, but it is believed that it will take the form of railway and road concessions in Northern and Central Persia, and probably permision for the passage of troops through Seistan.
Advices from Northern Persia state that telegrams from Baku to Europe are temporarily stopped pending very large movements of troops towards Afghanistan.
ST. PETERSBRC, February 1st. The only Russian comment written with knowledge on the politico-financial agreement between Russia and Persia which has just been signed by the Ministers for Foreign Affairs and Finance and the Persian Ambas- sador here is In the Exchange Gazette. An interesting article above the signature of its editor, M. Propper, says that this transaction should arrest the circulation of reports attributing to Russia the intention of seizing Persian territory, and convince the
world that Russia is provided with a far more profitable market by, the economic progress of her Persian neighbour than by the latter's ruin. The moment has arrived when Russia and Persia must draw tighter the bonds of friend- ship for their mutual advantage. In our own time Russia has guaranteed a loan to China, and the example of that country. which is deriving so much benefit from this financial support, was sure to have its effect on Persia, and show her the right road towards economic and political regeneration.
The finances of Persia began to suffer after 1892, when a loan was obtained in London for 50,000 on the guarantee of the Customs re venue from Fareistan and the southam porte. The English capitalists, who go hand-in-hand with the directors of British foreign policy, re- garded that guarantee as given them unrestrict ed control over the ports of the Persian Gulf The necessity of putting an end to this state of things, which places the whole of Southern Persia undar English exploitation, is as vital a matter for Parsin as the liberation of the Lean. tong Peninsula from the Japanese was for China In 1895.
It would be much nearer the truth if the writer in the Exchange Gasstie hd said that it suits Russia to consider it, a vital matter for Hertelf to supplant England in this so-called exploitation of Southern Persia, and to make the latter country and the world believe that the Russian, systém of exploitation would be better and more disinterested.
