It may be that the object of President KRUGSK's visit to President STEV is the discussion of peace proposals, for the Boers must by now have come to the conclusion that the power of Britain is more than they fully realized, but, at the same time, we do not imagine that the proposals are likely to prove satisfactory. The result was that at the beginning. at every lime-washing season the Board was careful to send out notites reminding landlords, that it was their duty within a given time to have their premises lime-washed. Then the inspectors go round and report that such and such houses have not been lime-washed. Then the Board hard to iste other notices, and if these had no effect the prosecution followed; † He could assure the Board that as the law stood it was utterly impossible to carry the lime-wash- ing regulations out. The Board did not recom end an alteration of the Jaw without good law they would gladly do so; but things had reason.
