14. There is no provision in the Ordinance for payment to the person summoned of his expenses in coming to Hongkong, of his stay in Hongkong, of his return-ne compensation for his loss of time. Surely, if the Governant has any legitimate enquiries to make it should carry out those enquiries on the spat in the village to which they refer. At home it may be difficult to realise how, important this is in a Chinese peasant.

The Ordinance imposes heavy peralties on any Chinese (whether a British subject or other wise) not attending on receipt of the summons or refusing to answer or produce documents, or giving false answers to any questions asked. I submit that this Ordinance is not only uncon stitutional and unnecessary but it is impolitic and cakalated to create disaffection.

Ordinary Yearly Meeting, at No. 4 Queen's Buildings,

The action of the Hongkong Government in respect to the Kowloon eXtousion has not been conspicuously clever thronglusut; ner does an incident at the meeting of the Legistative Council on Dec. 14 inspine much hope of amendment. Certain f-hippen represented to The Hon. I. When they adherinTM the habit of redging and electing shells in the vicinity of Pingcbow for many yous; but since the fense of the region to Great Britain they had been warned of lg airm named Lea Hing, which professer to have obtained per- mission from the Hongkong Govenment to collect shells for five years. As this deprives them of their means of livelihoody they beg that the monopoly granted te Lee Hing be cancelled, and that either they may be allowed to resume their nocupation, or that the privilege | shrnie Tuesday. be put up for sale by public tender. The fol onial Secretary's reply to a question pat by Mr. Whitehead on. The street was (1). That no such exclusive privilege or monoply had been granted; (2) that a Crown rent had been fixed for a limited extent of Crown and sur- rounding Pingehow, off the cist coast of fancro, used by the manufacturers ofline na Pingebow, and leases. fur shout terms granted to them ar Crown rents amounting torino per annum." Now this reply lacks direétues, and is eminent- ly unsatisfactory in se vesal respects. It would distinctly convey, and might be thought intend ed to convey, to a stranger that the lease in question dealt only with the fund. whereas the boundaries of the lesest area (as pub

icly clainied by Lee Hing) include n-eom.. siderable are of water, in which that firm declares it has obtained permission to collect shells, actually mining bine junks which it intends to employ if this does not constitute a monopoly, what is the use or inaning of the lease? It looks very much a though the -Government-had-blundered-intu-an injustice which they are endeavouring to hide behind a cloud of words. But we air mistaken if use who have taken the matter up allow it to drop without a very much clearer explanation than has yet been vouchsafed. Their action appears likely, in any case, to cause ill feeling which it would be the part of wisdom to avoid.
