As the re- sponsibilites involved were very large and the scheme had only been in their hands for the previous few days, he considered it would be advisable to postpone debate, on it for a fortnight,

THE CONDITION OF NO. 2 HEALTH DISTRICT.
The Select Committee (lessrs. May, Os borne, and Meke) reported on the 8th February that they had inspected portions of No. 2 Health District, Sanitary Inspector McKenzie accompanying them. The report concludes:-- "We visited the Wanchai Market, which is in nur opinion inadequate for the requirements of the population, Taken as a whole the district was not as clean as it should be. The Hon. T., Whitehead said they had been laid on the Lable at his own initiative,

Governor spoke in support of the hon ourable member saying that as the honour- able member was not present when the bill Way passed, he had sent in in his pratest to the Colonial Secretary, a whose suggestion, in which concurred, the protest had been laid on the table for the information of the Council This course would save a lengthy i protest being sent to the Secretary of State without being first seen by the Council. He did not, therefore, consider that the subject was ong for discussion.
The Hon. Dr. Ho Kai said he did not wish to discuss the papers, but as a representative of the Chinese he wished to give an explanation.
H. E. Governor said in that rase the Council would be pleased to hear the explanation.
The Hon. Dr. Ho Kai said that he had not been consulted out the statter of the protest,
which he had wot seen until last Friday after

The Hon. T. R. Whitehead said he made the protest as member of the Council. He had been appealed in- by Ta number of the leading solistamial Chinimen, he had gone into the subject thoroughly and con sidered it his duty to make the protest, which speaks for itsell
The matter then stropped.

WAR NEWS BY WIRE,
(From our Exchanges,). Dospatabes Published.

LONDON, January 26th (Later.) Sir George White dealing with the actions at The London Gazette publishes despetches from
Glencoe, Elandslangte, and Rietfontein; from General, Hildyard dealing with the Willow Grange action; froni Lord Methuen dealing with Belmont, Grespan, and Modder River; and from Sir Redvers Buller dealing with
Colenso.
Sir George Wishe says that the Governor of Natal represented to him that withdrawal from Glencoe would involve such grave political re- sults that he determined to accept the military risk of holding Dunded as the lesser of two evils.
A despatch from Sir Redvers Buller, dated the 17th December, says that, when he heard of the disaster to Colonel Long's batteries, he believed that the six Naval guns had shared the same fate, and decided immediately that it would be impossible to force the passage with- out guns. He believes he would have succeed red but for the failure of the attillery. He per sonally instructed Coforel. Long to keep with the Naval guns; but that officer advanced far beyond the Infantry aud the Naval guns. He recommends Capt. Congreve, Lieut. Roberts, and Licut. Reed, and Corporal Nurse for Vic toria Crosses, and nineteen Artillerymen for the Distinguislied Service Medal. Captain Schofield, whose action was most gallant is not recommended for the Victoria Cross, because he acted upon orders and not on his own initia tiven
In a fater despatch from Sir Redvers Buller, dated the 27th December, commending upon the action at Zoutpan's Drif, he says he sup-- poses that our officers will eventually learn the value of scouting; but that hitherto, notwith; standing all injunctions, they seem to blinder into the middle of the enemy,
The Truth about Spionkop
LONDON, 27th January, The present is the most anxious moment in the South African Campaign since the reverse at Colenso in December.
Following upon what is generally regarded as a blunder in publishing General Buller's statement of his intention to attack Spionkop there has come the sequel, which is thought to be worse than the authorities are inclined to admit It is now stated that Wednesday's casualties were heavier than the first acounts indicated and, that General Buller has gone to General Warren's assistance, postponing his 'direct movement for the relief of Ladysmith for the present on the strength of the recent fa vourable report from the Garnison."--
It seems that General Warren, instead of occupying Spionkop, took up a position on what was merely a shoulder of the mountain. Spion kop itself, according to the maps of the Intel- ligence Department, is higher, and more diffi- cult than Snowdon, Moreover, General War ren mistook a stray picket of Boers for the main garrison, who descended on his position. at daybreak with terrific effect, maintaining the. struggle the whole day. It is supposed that half of General Lytleton's Brigade was mean while engageil tu ile exx, thus preventing: re inforcements from leaving the heights opposito. to Potgietor's Drift
There is every probability that the Spionkop force is now engaging General Clery's column- on the left.
Nothing has been heard regarding General. Barton.
General White Blamed. The Garette Despatches which have been published have provoked's storm of blame on General White for yielding to political influence in regard to not evacuating Ladysmith at the critical moment
The Chairman--The next is that the Gover nor recommends the Council to re-vote the sum of eighteen thousand five hundred and twenty- five dollars and fifty-two cents ($18,525-52) The returns of the past year, taken as a whole, cover the expenses incurred by the Public | have been the most favourable with regard to Works, Department in connection with the the volume of work done and the profit made works, o, in the New Territory.
