The point I want 'to bring before the authorities' notice is the dependent position of the poor occupier on the coolie and will cite my own case as an example. One day this month a coolit came to my house and in the Bost unintelligible manner asked for money-39 cents Thad only 25 cents cliange, which gave him and he went away, as thought contented. For the hext two days the refuse was not removed, putting me within the pale of the law, quite powerless to find the delinquent coolie, put to great inconvenience and unable to perform the required order my self. At last I managed to procure another coolie, after stipulating to pay 50 cents a month. I should very much like to know why should I be squeezed in this fashion? The removal of dit and maintainance of sewers is decidedly a pan of the Government's work. I pay rates and axes so that these things can be done with- out any trouble-to-myself-and-also-that the-neg-- lect of my neighbours may have no deleterious effects on ine, especially as in all probability. I should be unconious that there had been such neglect.
These night-soil coolies are Government ser- vants and as such should be responsible for doing their work without putting the ratepayer to any inconvenience.

FOUR cases under the new Ordinance for the Protection of Women and Girts were dealt with by the Magistrate on Thursday and three of the defendants ined $50 each, the fourth being discharged. Surely the fines imposed were inadequate after the warning given by the Magistrate a week or so ago that any future cases under this Ordinance would be severely dealt with. The telegrams which we pubish to-day reporting the progress of the war are of a much more reassuring nature than any we bavi inceived for some time. Then too, there is an absence of "gush." We are not toll this time that the Boer position is un- table nor that General Briary is certain if success. It is also worthy, of note that this is the first intimation of a feint having been employed by the British attacking force and it has apparently proved successful.
