THE IRISH IN SOUTH AFRICA.

An Ulster gentleman in South Africa, writing home in reference to the so-called Irish Brigade with the hers, makes the following interesting statement:"Concerning the number of Irish- men gone so the front to fight with the Bo which was estimated at 700, I think it my duty as an Irishman living in the country to con- tradict such

erroneous impression. From my own knowledge and front reports i have had from reliable men, there are very few Irish born with the so-called "Irish Brigade" A friend of mine who has been in Johannesburg since its foundation and who ɑniploys a great many of my fellow countrymen, was on the railway station platform when they passed through, and he describes them as belonging to all nationalities, in number about 250 and certainly not more than a quarter were trish, amongst which were a lpt of Aurican Trish. They were clamorously asking for arms, and one of the official, with a knowing wink, and pointing to a truckload of picks and shovels, said those were the only weapons for them. It is true that in Pretoria there are a few Irish with Oom Paul in all his doings, but very few from baving any hatred of England, but more from the fact that they are like hundreds of others living on concessions given them, or more probably are receiving little of the £80,000 devoted last year to secret service. I have an intimate knowledge of Irish men all over the country, and have no hesita tion in saying thats per cent of them are with the old country in this quarrel, and, indeed; at all times South African "Frishmen, irrespective of religious faith, live together in peace and harmony."

The Constantinople correspondent of the Standard telegraphed on Dec. 26 before it was known that Russia had conie to the financial aid of Persia says

Continuous conflicts are reported on the Persian frontier between bodies of Persians, Russiansand Aumonians-and-the Turkish troops. On the 11th inst, a band of Russians and Armenians crossed into Ottoman territory, near the fortified town of Bayazid, 15 miles south-west of Ararat, and immediately engaged the Ottoman guards.

Two days later a second band, antong whom, it is stated here, were a few Persian Regulars, also passed into the Sultan's dominions and entrenched themselves. Up to the present, so far as is known in official circles, they have not been dislodged. Telegrams received in This city affirm that the attacking parties are being continually supplied with inunitions of war and food both froin Russia and Persia.

According in the latest intelligence, there were skirmishes on the 21st and 23rd of this month, which resulted in a loss to the invaders of 27 men, while the Turkish force suffered to the extent of having 13 men killed and 12 wounded.

A Council of Ministers was held at the Palace to-day, and after a lengthy deliberation it was strongly recommended that the Porte should address energetic remonstrances on the subject to Persis and Russia, with a view to putting a stop to any further incursions into Ottoman territory.

NAVAL ENGINEERS' PAY.

It is long, writes the Globe's naval expert, since I have had a word to say respecting the grievances of the Engineers R.N., but think now that the Estimates are under consideration I may be allowed to put in a good word for them with regard to their pecuniary condition. That they have other grievances, know, but they will probably have to wait for some time yet for redress but I think the general feeling in the service is that they are, for the work they do and the responsibilities they undertake, very much underpaid. The maximum pay of the fleet-engineer of the Terrible is £638 133. a year, but he will never receive it, because when he has reached seniority enough to entitle him to it he is usually far too feeble to undergo the physicial-labour necessary. On the other hand, there is nothing to prevent a fleet-surgeon or fleet-paymaster obtaining their maximum pay of L6oz 5s, a year. And now I come to the acine of injustice. After slaving night and day for a whole commission at work that the fleet surgeon or fleet-paymaster would abhor, in charge of auxiliary engines on board the Powerful or Terribit, the fleet engineer goes to a steam reserve, and is incontinently mulcted of a third part of his pay, while his more fortunate brethren of the medical and accountant departments. probably get £100 a year in addition. Surely this only wanis a member of the House to set it right. An engineer is not the sort of man he was 40 years ago. The slow-going machinery of the daddler has become the swift-working engines of the battleship or cruiser, and instead of one, or at most two, auxiliary engines, the

chief engineer is now responsible for three- quarters of a hundred. Then is there, any reason why the retired pay of a feet-engineer should be restricted to 450 a year, while a flect-surgeon gets 547 tos? Again, an engineer of 30 years of age gets a maximum pay, of £237 59, which is absurdly small considering his duties. Of course, these anomalies are due to the fact that the branch is comparativey new, but it is time the Admiralty recognised that it has grown both in age and importance.
