ANNUAL OFFICIAL STATEMENT, OBSOLETE GUNS ON OUR GUARDSHIPS. The annual return ordered by the House of Commons on August last on the motion of Sirharles Dilke showing the fleets of Great Britain, France, Russia, Germany, Italy, the United States, and Japan was issued on and uito. A memorable and a truly historic scene was on 1st January witnessed at the Guildhall Five hundred London Volunteers accepted the Queen's shilling, took the oath of allegiance, and were duly-enrolled members of the City of London Imperial Volunteer Regiment, io serve in South Africa until the end of the war, The Lord Mayor and his sheriffs were there in state robes, and assisting them in the duty of swearing in were many Aldermen of the City and a number of well-known officers, including Colonel Mackinnon, who is in command of th new regiment, and Colonel Sir Howard Vincent and Lieu.-Colonel Cholmondeley, who are to have commands under Colonel Mackinnon. Although a thick fog clanmily hugged the City, so that only a few yards ahead were visible, a great and enthusiastic crowd assembled in the vicinity of the Guildhall, and as each detach ment arrived in King-steel, just before elever o'clock, it brought many more people to join in the lusty shouts of praise which were accorded the Volunteers as they filed into the Guildhall. This hearty demonstration of fervent loyalty on the part of the general public could not have been lost on the Volunteers themselves. These young, robust men had voluntarily given up their ordinary, pursuits, in order to fight the battles of their country, and the outburst of cheering that everywhere greeted them told how grateful their county was for the self- sacrifices they were making, and for the high patriotism that had dictated their brave course of action, The Lord Mayor, who stood on a chair the better to wake his voice heard, delivered an inspiriting address. and his lordship was cheered again and again by the general public. His lordship said it was a vexed question whether that day inaugurated a new century, but it was beyond doubt that they were inaugurating a new era in our national history. They were there with the deliberate intention of voluntarily taking upon themselves the hardships and dangers inciden- tal to a serious campaign. The object they had In view was worthy of even so great a sacrifice. This country had beph forced to the arbitrament of war, and would not sheathe the sword until her supremacy in South Africa was established. Their splendid patriotism was

The German imperal government for the first time have reported concerning the situation in New Guinea, the Bismarck Archipelago and the Solomon Islands, these territories now be longing to the imperial administration. In the Bismarck Archipelago the plantations have been considerably enlarged; but the development of commerce has been disturbed by the loss of several vesscis, and the continu- ing wars among the natives, especially at New Mecklenburg, were a draw back to any develop. inent. On Garelle Peninsula the friendly rela tions with the natives are more favourable now, In April last the foeve was sent to punish the natives of limuz (Bougainville) for an attack on the vessel dealer from the Shortland Islands, Regular steamer lines exist will: Singapore= namely, every two months by a steamer of the Norddeutscher Lloyd, and with Sidney every six weeks by a British steamer.

By Lodge-To provide for telegraphic com.bom, Capt. manication between the United States of America, the Hawaiian islands, Guam, the, Philippines, lapan and China, and to promote commerce. The proposed measure authorizes the Postinaster-General to contract with an American cable company for the payment by the United States of a sum not exceeding $400,000 year for twenty years for the electrical transmis- sion of official messages of the United States to Honolulu, Guam, Manila, Hongkong and some paint in Japan. The cable must be in operation by January 1, 1903,

The bill further provides for a duplicate line of cable, in order that there shall be no interrup tion of communication. The amounts received by the cable company from the United States shall be used only for repairs and renewalls of cables, etc. The company must at all times be. capable of fulfilling its contract or forfeit the payments by the United States, and if the company, fail to transmit the Government messages during a period of two years the Government's obligation shall cease. After twenty years Government messages shall be transmilled at half rates forever. In case of war the Government may take possession of the lines and stations of the company,
