NOTES AND COMMENTS.
If a Naval Officer loses his ship or even gets her ashore, he is tried by Court-Martial and has to answer strictly for any want ut knowledge, or skill, or nerve, if, through any avoidable cause, the valuable property en trusted to him has been endangered or des troyed. Why should not the Military Officer who has suffered a reverse, who has lost the lives of many officers and men in some useless, or kelish or badly conducted enter prise, who is unable to account for guns and stores and mien entrusted to his care and

This morning, shortly after 5,45. it was dis- covered that a fire had broken out at No. 76, Jervois Street, in a Chinese piece goods store. The fire brigade were immediately alarmed and turned out so promptly that the fire was con- fined to the premises on which it originated, the shops adjoining receiving comparatively little damage, and business being carried on in them, as usual this morning. The cause of the fire is not yet discovered, but we are informed that the building and contents were fully-in- sured with Messrs Stemssen & Co. We are not assuming that either world necessarily, be found blameworthy if tried. When the whole of the circumstances came to be fully explained, there might remain no culpability. CALCUTTA, 28th November.
A London telegram to the Englishman states that it now appears that the Boer authorities, with the view of reassuring their people, have been compelled to have recourse to a cenorship which in details is probably as strict as ours, One principal direction in which operates is the concealment of casualties, the extent of which President Kruger dares not allow to be fally, divulged. The Boer_wonen, however, are becoming exasperated by the uncertainty under which they labour as to the fate of their husbands and sons, expressing their indignation openly and officials are beginning to dread the consequences if they are kept much longer

(From our Special Correspondent.) The Filipinos have now changed their form governinent to that of a Dictatorship, of which Aguinaldo is the head, or Dictator, whilst for the purpose of more effectually carrying on a system of guerrilla warfare their forces have now heen split up into a large number of comparatively small bands, each of which is to act independently, and without reference to any other detachment, and which is to be Genemailed by a picked officer, who is answerable to the Supreme Head of the Army. Their duty is te harass the movements of the American Columns, without actually coming into contact with them and to obtain
