British Naval Preparations.
LONDON, Oetober 25th.. New and stringent orders were promulgated yesterday with reference to the defences at Gibraltar. The privilege Englishmen have "hitherto had of entering the gates without a pass is temporarily suspended. Nobody is allowed to enter or inspect the batteries. Even the famous St Michael's cave is closed, because it is required for the storage of arms and ammunition. For months sappers and miners have been engaged in, the construction of new and powerful-Batteries, and it is believed that the garrison will be augmented.

The extent of the British preparations re vealed by to-day's information, causes a strong reiteration of the ramours of serious foreign complications. It is now said that Rear-Admiral Lord Charles Beresford will command the Mediterranean squadron and details of the activity at the dockyards and naval stations are coming in hot and fast. The Associated Press learns, however, that' whether or not Great Britain seriously fears Russian or French aggression, the naval preparations have been under consideration for several months, and it was the Adiniralty's intention to put them in force as soon as war was declared, deeming it necessary to increase the derive strength of the navy in order to insure the large feet of trans- ports against every possible contingency.
Whether later developments have trans- formed the Admiralty's precautionary measures into preparations for a naval demonstration necessitated by European hostility is the ques-Havit, Maria tion of the hour and it is as much a mystery to Hold, J. C. many high naval officers as to the public. The exact condition of affairs consists of ordering the naval reserves to be in readiness to join their ships at twenty-four hours' notice, while all the cruisers of the reserve class have been ordered to be ready to shit in the same time limit These vessels, although at the dock yards, are never out of commission and are always supposed to be ready for immediate manning. A dozen cruisers ranging from 6,000 to 11,000 tons are now only awaiting the word to embark the crews.

In addition to these preparations, work on the uncompleted vessels is being burried day and night. The special attention being, paid to the cruisers is taken by many authoritica to Indicate that Great Britain intends to form a menacing 'fying squadron, using the term. it menacing because the naval, forma, at, sea now is ample to convoy the troops and is cap. able of preventing any interference in South African waters.
