The Sanitary Board allowed the time to run out without taking any notice or reminding any one concerned that there was any default, and, on the 18th September last, Mr. Hooper was served with twenty-six several notices to get the work done. He referred the Board to the Lessee but got back an instant reply that he was the owner and responsible, and so he made no more. a do but set to work to comply with the requirements of the Board.

What did the Board require him to do and in what terms were the notices served on him conceived? No reasonable being could conceive it possible that so idiotic a notice could have cinnnated from any body of com mon-sense Englishmen. The only possibile explagation is that, although Englishmen, they are officials who, in most cases, leave their common sense behind them whey they enter the Government service.
