[Paris correspondent of the Times] made the Consul of France at Pretoria to assume the most incredible of attitudes, and even pretended that that attitude had been advised by the Quai d'Orsay. That was false. Good gracious! Truly, it hardly needed anything more than that. Does anybody know the amount of the capital invested by our nationals in the Transvaal. More than a milliard. Only the English capital exceeds that amount. Even Ger- many, which has intervened in the quarrel through her chancelleries and embassies, has far less extensive interests there than we have. It is said however, that Germany is aeting, with the view of concluding a convention between the cabinet of Berlin and Dr. Leyds, the representative of the Transvaal. The Em peror William himself is enthusiastic( passionné) in favour of the cause of the Boers, and the celebrated telegram which he sent to President Kruger still retains as a testimony of his innermost sentiments."
It would be a fine opportunity to revenge Fashoda. We hold all the trumps in our hands; and it would seem that all we have to do is in make use of them, Germany invites ns to give check to England, against whom we entertain the most keen resentment. Every thing impels us to this course, and yet it is we who are unwilling, France, the ancient pro tector of oppressed natipps, fails in her tradi tional mission; she shrinks from playing the splendid rôle that is offered to her.
Once more, the opportunity is a magnificent one. On one side we have the support of Germany, the only continental nation which is our equal from the military point of view. We can also count on Russia as interested in am- barrassing England. The neutrality of Austria and Italy is secured to us, thanks to Germany. On the other hand in supporting the Transvaal we can bring about the termination of that domination of Great Britain which is at pre- sent so definitely challenged in South Africa. We avenge Fashoda. We turn away British attention from China. And we hesitate !

OFFICIAL STAMP-DEALING.
In Perak, according to a Straits paper, the Government now raises a revenue by selling used-up stamps on telegram forms. 39,363 of these stamps were sold by auction at Taiping on the 4th instant, and realised $280. These Government stamp auctions are to be held annually.

After seven abortive attempts the first race for the "America" Cup between the Columbia and the Shumrock' was brought to a decisive Issue on Monday. The American yacht proved an easy winner. The course was fifteen miles to windward and return out side Sandy Hook, A breeze of seven or eight knots was blowing all day, and the mace was under perfectly fair conditions from start to finish. Half-an-hour afer the start the Columbia was a length ahead. When half the distance to the mark boat had been covered, the American yacht had increased her lead to half a mile, and when the turning point was reached was nine minutes to the good. The run back was a procession, as the Columbia, more than main tained the advantage she had gained in the windward work. The finishing times were: Columbia, three hours, 34 minutes, and seconds; Shamrock, four hours, five minutes and ten seconds. The result was a great dis appointment to the backers of the English yacht, as in soms of the abortive tacos she had. been thought to show fine form. Still high hopes were indulged in her for her success in the next race, as it was expected that over a triangular course the reaching powers of the Shamrock would give her an advantage. When Tuesday morning broke there was every pro spect of a splendid race, and the yachts started on a brisk breeze... Half-an-hour after the start, when the Columbia was just showing to the front a sudden gust of wind struck the Shamrock's mast, which snapped, and the big club-topsail fell to the deck.
