The number of men transferred to the first class reserve during 1898 was 16,151.

MATTERS FOR SATISFACTION IN THE 1898 REPORT:
An anxious interest attaches this year to the
annual report upon the Army, just issued by the
War Office.
It is satisfactory to be able to add that upon the whole the returns show that the armed forces of the nation are in a better condition than for many years past to meet the beavy strain likely to be placed upon them.
The total strength of the army under the colours is 275,027, of whom 7,880 are officers, and 14,435 sergeants. Taken in its broad divi- sions, the army is composed of 145,000 infantry, 19,000 cavalry, and 38,000 artillery. The first class army reserve stands at 78,798 men.
In several respects the army reached its high- water mark during 1898. Its effective strength was higher by 10,000 men than at any period for the past 20 years--which is as far back as the retums carry us. Nominally it is under the establishment-but only nominally. The feld artillery and the cavalry are both above licit complement and the total deficiency is no more than 848 men-less than a battalion in an army numbering a quarter of a million.
In the recruiting department, it says some. thing for the strictness of the tests that out of 84,626 men who took the shilling" during the year only 38,600 were finally approved, of whom
