GENERAL OTIS'S EXPLANATION, The question thus presented by the Minister was the subject of discussion at the Cabinet meeting last Friday, and the force of the protest of the Chinese Government was re- cognized. Before acting, however, it was de- termined to communicate with General Otis to
ascertain his reasons and purpose in forbidding the landing General Otis explained that in his order he had simply affirmed the terms of the Chinese Exclusion act, and directed that it should be applied to the Philippines us a portion of the territory of the United States. that his particular reason
le farther explainder was the belief, based on for issuing the existing conditions of the feeling of hostility that prevailed between the half-blood, or Mes tizo, Chinese and the native Chinaman, it was apprehended that any large influx of the latter at this time would lead to disturbances, give the
furnish unfriendly Filipinos with an excuse for joining in the apprehended race trouble, and in thus way add to the seriousness of any outbreak that might occur. The President and Secretary Rony agreed with General Otis that it might be prudent and justifiable to forbid the entrance of any class of people whose admission would add to the complications that confront this Government in the suppression of the existing rebellion and the pacification of the islands.
It was recognited, however, that neither General Olis nor the President could extend an act of Congress to the Philippines, and that the exclusion act could not, therefore, be made to apply to the Philippines, without the expressed authority of the legislative department. Conse. quently, General Otis was directed to give admission to the Chinese brought from Amoy, and Minister Wu was notified of this action. The Minister was also notified through Assis tant Secretary Hill that the admission of the persons in question was permitted, not as right, but that admission was granted" because of the special circumstances of this particular case, und with the understanding that the Chinese Authorities would exercise their authority to prevent further immigration of Chinese persons to the Philippines during the continuance of the insurrection, and for the reason that this exclusion was required by military necessity, is understood that Minister Wa accepted this as a settlement of the question, and that he will urge his Goverment to forbid the fur- ther immigration of Chinese to the Philippines during the continuance of hostilities.
THE OPEN POOK POLICY. Whether the exclusion act will be extended to the acquired territory by ongress is pro- blematical. There are cogent reasons why it should be highly impolitic to extend that questionable act to the Philippines, inasmuch as the United States in the acquisition of the islands expects by maintaining "open doors" to secure great commercial advantages from China. We cannot expect such advantages if we insist upon maintaining an attitude of hostility towards the hinese people by means of a demagogic law, whose enactment was in violation of treaty rights and a disregard of that comily, which is recognized and usually practiced between all civilized nations. In this connection it is pertinent to direct attention to the fact, insisted upon by Minister Wu, that the Chinese residents of the Philippines are friendly to the United States,, and have taken every occasion to manifest their friendship. As a rule, the people are engaged extensively in commercial and financial business in the Archipelago, and have uniformly used their influence with the Filipinos to persuade them to close hostility to the United States, pointing out that the domination of the United States would bring them opportunities for material development and mental and murul Improve ment that would promote the general prosperity of the island and the general welfare of the people. There can be no doubt that, if upon the establishment of the authority of the United States no restrictions be placed upon the commercial relations between China, and the Philippines that have always prevalled and the Chinese shall be permitted to go and come as any other geople, with the anme freedom that will be accorded people of every other nation- ality, the first welcome will be given our merchants and manufacturers- by the Chinese in the effort to stimulate and extend American trade with the grant Empire of China, at whose doors our new possessions in the Orient lie.
