LONDON, September 27th The Daily Telegraph, states that General Joubert, Commandant of the Transvaal forces, estimates the number of fighting men that the Republic could call into requisition in the event of war to be 18,000 besides the co-operation of 16,000 from the Orange Free State, 8,000 from Cape Colony, 2,000 from Natal, and 6,000 Hollanders and German yolunteers.

LONDON, September 27th. Lord Salisbury, the British Premier, has assured the Government of the Netherlands in answer to its inquiries, that, the Integrity and the independence of the Transvaal and the Orange Free State are guamnteed if Great Britain's advice, which was given in the in- terests of all races, is accepted.

LONDON, September 27th A telephone between Berlin and Paris will be opened in the spring.
The Australian Naval Conference. LORDON, September 28th, - The Times states that if the Admiral of the Australian Auxiliary Squadron had presided at the Conference of Naval Experts, which was held recently at Melbourne to devise a scheme. for the establishment of a colonial navalreserve, it would have prevented the propagatioti of the institution of a non-descript force of inde- evident fallacies. The same journal says that quately trained volunteers is an illusory idea. A
separate colonial fleet officered and manned mainly by amateurs would be expensive in peace, and absolutely ineffective in war.
The Daily News expresses the opinion that the scheme promulgated by the conference is a large and well-considered ane.
