The Filipinos pictured in the papers are not the men we are fighting. The fellows we deal with out there are not ignorant savages, fighting with bows and arrows, but an intelligent, liberty loving people full of courage and determination. If Japanese foreign-going steamers be included in the calculation, British tonnage constitutes-5 per cent, of the total for the port. Exclusive of Japanese vessels the same tonnage represents 67.9 per cent. of the whole. Mr. Forster gives the following table, which will -show the position at a glance -

Our authority for this opinion will be found in the Declaration of Independence of the United Colonies of North America, proclaimed on July 4, 1776. It is sustained and clinched in the joint resolutions of Congress, adopted on April 18th, 1898, declaring war against Spain. The very first of these resolutions proclaimed that
