The danger of dissatisfaction in Cape Colony and the Orange Free State was merely due to the action of the Transvaal. It was not a

question of a five or seven years' franchise, but of the power and authority of the Empire and of the position of Great firitain in South Africa.

The St. James's Gasitle says that the Boers are making headlong preparations for war, and ammunition is being distributed amongst the troops of both the South African republics.

Referring to the offers of colonial help, Mr. Chamberlain said If matters were happily arranged, it would always be a satisfaction to think that in time of necessity the cotes, Another instituce of unnecessary violence on the part of the police, says our Nagasaki conmight count upon the loyalty of the Colonies. The Standard says that the feeling at Pre toria is generally one of indignation and annoy ance, since the Boers believe, that a seven years' residence qualification for the franchise would have sufficed to meet the Outlanders claims; and some people are fearing that the insistance of a minimum term of years by Great Britain implies annexation. They advo- cate the auming of all men forthwith; and declare that the Transvaal is ready with 30,000 and the Orange Free State with 20,000 troops,

The Daily Telegraph and Daily News both state that the Government at Pretoria are willing to accept a joint inquiry, if it means a settlement of the dispute by arbitration, and also if outstanding points are included in the inquiry's consideration.
