NOTES AND COMMENTS.

- OUR SANITARY STAFF.

We have repeatedly called the attention of the Government and the public to the folly of having such an inadequate Sanitary Staff, but we all know how impervious the official mind is to new ideas and so it was hardly to be expected that a common-sense view of the matter would be taken. At last, however, five years too late, so far as the plague is concerned, an official has come to the front and plainly stated that it is useless to expect the present totally indequate staff either to see that the town is kept in a cleanly and sanitary state or to deal with the At the Institution, No. 2. to be of annual recurrence. No better example of the unidermanning of the Sanitary Staff could have been given than the practical breakdown of the line-washing prosecutions because there were not sufficient inen to ferret out the names and addresses of the landlords. What a splendid example of British rule to place before the Chinese inhabitants of Hongkung! They are given notice that certain things have to be done by a certain date and that if left undone dire pains and penalties will follow. And what happens? Wherr the date arrives most of them have failed to carry out the unders issued and they find that no punishment' results. How weak and impotent must they think the Government of Hongkong to be 1

was certainly a step in the right direction but there, matters were allowed to drop and one of the results of the resumption has been to increase the overcrowding of the remain- ing portions of the city. The mote the Chinese crowd and herd together the dirtier the Chinese quarters become, and until adequ ate steps-can be taken to prevent overcrowd- ing andseethat houses and tenements are kept moderately clean one cannot reasonably ex- pect the plague to disappear. It may mean a considembleincrease in expenditure to double or treble the Sanitary Staff, but it will be money well spent arid we have no hesitation in saying that inmunity from plague would be cheap at almost any price. Directly plague appears quarantine regulations are enforced against-arrivals from Hongkong at the various ports and as a natural sequence trade suffers to an alarming extent. We live by trade, and it is to our interest to see that everything of an obstructive nature to inde should be removed.

will be difficult to check. The populu tion of Hongkong is yearly increasing and unfortunately the growth of the city cannot keep pace with it. The reason is that there is so little room for expansion. If only Hongkong were built upon a plain, in stead of upon a precipitous mountain-side, matters would be different. Then the boundaries of the city would gradually be come more extended and it would cover 2 larger space, but, as matters are, Hongkong has practically used up all the available build.

houses and consequently the value of and has greatly appreciated, until it is, in reality, far above what it should be. The result of this is that every landlord must make the 9.60 crowds as many tenants as possible into the 13.9 space at his disposal. Look at the older portions of the city. The Chinese houses seldom exceed one storey in height, while in the newer portions the buildings are running up to three and even four stories. This means that the space formerly accomniotat ing ten or a dozen persons is now occupied by three times that number, while the airporary says, they are "interesting stories.” and light space has not beep increased.
