NOTEŊ AND COMMENTS,
AN OBJECT LESSON. Nearly a couple of years ago we took the trouble to point out to the Authorities the utter inadequacy of the appliances for ex- tinguishing au outbreak of fire on the Kowloon Península. We called attention to the fact that good roads existed and that all the buildings could be reached by an engine drawn by horses and suggested that a properly equipped engine should be stationed on the Peninsula and horses provided for it. As was only to be expected, the Authorities either could not or would not see the force of our remarks, and Kowloon was left with one Government fire-engine, a small manual, only equipped for coolic-draught, and stationed at Yaumati
